Getting a 7/7 or 8/8 taunt on turn 6 would be pretty strong, right? I could imagine this seeing play, it allows handlock to put on pressure a little more consistently at least.
I don't have an issue with tier-1 decks in casual. Mainly because there's no good way to solve the problem, so you might as well accept it. Personally, I like messing around with semi-meta decks in casual because I'm not stressed about losing.
The problem with that is most new players don't have those freebies.

I think they are available to everyone. You can't craft them or disenchant them, and they will then disappear.

Not even good against aggro because if you're playing control you need your opponent to run out of cards ASAP.
