The card is going to be harder to guess than Glimmerroot, but it's a 2-drop that you can play on turn 2 reliably. Can't say the same about many other Priest 2-drops.
I doubt it. I don't think Team 5 wants to make another interaction like "Sacrificial Pact kills Lord Jaraxxus in hero form" again. For the sake of clarity and ease of gameplay, it would make the most sense for it to just be tagged as a normal hero card. If it were to count as a Dragon, it would most likely say somewhere on the card.
Apparently Keywords are expansion specific, as we've seen with Echo (unless of course you're Sn1p-Sn4p then the rules don't apply to you)
The reason SN1P-SN4P has Echo whereas Unstable Evolution and Witch's Brew don't is because SN1P-SN4P is in the same year (and thus, will also rotate out at the exact same time) The Witchwood does, whereas the latter two cards are part of different years, and rotated at different times.
I wouldn't mind adding Echo and Inspire where applicable after the cards rotate out of Standard, but when it's not an evergreen keyword like Discover, Lifesteal, and Rush are, it becomes a bit of an issue for the design team.
This might be the closest we'll ever get to a proper "get your card in the game" contest, so the opportunity is surely not to be missed. Time to open HearthCards and get brainstorming!

I just found it funny is all. You normally don't see that many duplicates in a deck that run a Highlander card (or in this case, two of them).
Looking at that Quest Druid... I don't think I've ever seen a Highlander-focused deck run that many duplicates.
