It looks to me like it was meant to be multiplied as it's a deathrattle effect in rogue. Necrium Blade and Necrium Vialcome to mind. Not to mention Shadow of Death. When the deathrattle triggers, a candle is shuffled. The candle says summon waxadred, so whenever you draw it, it will summon another one.
Actually, I think the first pick may offer both targetable and non-targetable spells, and only if you pick a targetable spell the second pool will offer only non-targetable spells.
This card should read "Destroy the enemy minion with the lowest attack". If the opponent only has a Mountain Giant on board, it's a sure clear. It allows for more strategic play and less frustration from both players' sides. But I guess hearthstone's flavor is for everything just to be random because it's "fun". Also I'm not salty, I just dislike bad design :)

Learn draconic is good support for little-spell mage with the new quest, flamewaker etc. Btw, are all sidequests 1 mana?

Thanks for the explanation, I haven't played MtG much so I wasn't even aware hexproof doesn't disable you to target your own creatures.
Jr navigator and maxwell, mighty steed would be so great as actual legendaries. Still a bit op though
I think the MtG equivalent is actually Hexproof.
Also, correct me if I'm wrong but mage is also a class without class specific taunts.
Do you think this card is worth crafting just to boost my combo priest winrate?
Shirvallah OTK paladin is still a good option, especially against hunters, which I've encountered a lot at ranks 10-5.
