I was at first too, but come to think of it it make sense, she was popular during the beta, she is part of the starter deck, last season she was part of the dominant TF/Go Hard deck and spider aggro have been popular this season.
The problem outside of synergy is that landmarks are slow and tend to get devoured by aggro.
Anyway since we already know that Ekko is going to be the future P&Z champion and that he has time related abilities. My hope is that he come with some countdown related effects to make these cards good outside of Shurima.
I don't think this work in Lee Sin decks neither Targon nor Ionia have any way to accelerate countdown, so you won't get this until turn 6, that deck early game is not the best, so you can't afford a 3 mana do nothing. Zenith Blade is still the better choice since it level up you Lee Sin faster.
Captain Farron, The Leviathan, Brightsteel Formation, Commander Ledros, Tianna Crownguard, one of those cards don't belong in list of viable 8+ mana followers.
Other than that I agree your opinion on what make an expensive follower work.
Gotta disagree on that one, yeah they use the same champion but only TF/Ezreal and TF/Swain were similar, the rest played very differently from one another.

In the lore he was created in Ixtal but he travel to many places in Runeterra including Targon and Ionia.

Arrel didn't need this card to start crying, she was junk from day one.
This look like a worse The Ruination to me.
Finally a card that can take advantage of Iterative Improvement in P&Z.
Bilgwater is getting some powerful removal tools, good, that region will need all the help it can gets.
This look like a great addition to Tresh/Nasus, but I still don't see what card would you remove from that deck to add this.
