Nobody in their right mind is gonna attack with TF, you just let him in the back row generating value. 2 HP at level 2 is not going to change anything either, so you target him with your mystic shot, assuming that your opponent don't have cards that can protect him like Suit Up! or Bastion, they are just going to play three spells and still get ton of value out of him.
That champion is not useless without level up since he has a versatile play effect and nerfing his level up condition alone won't be enough, drawing cards is vital component for any card game which mean we are always going to get more draw packages and our boy TF is always going to take advantage of that.
The fact that Aphelios don't need to attack before his level up is one his many advantages, it increase his survivability since it reduce the chance of him dying to combat tricks, and he is still useful because he keeps generating a bunch of versatile cards.
Why buff him? our fabulous not a vampire is in a good spot right now, and remember that Radiant Guardian was 5 attack with permanent life steal and that was too strong, so do we wan't to give a 6 attack life steal?
The fact that Leblanc does not resemble her league counterpart is a sentiment that I have seen echoed in many places, but it's one that I don't agree with. in league Leblanc is squishy burst mage, in Runeterra she has high damage and low health so that's accurate, as for her deception gimmick, that way we have cards like Mimic and Black Rose Spy attack with Leblanc and then use spy to create another Leblanc like how her mirror image passive works in league.
Why nerf this card? I don't see it being used in any top tier deck beside TF/Fizz, the synergy it has with Wiggly Burblefish is too powerful but that can be fixed by nerfing burblefish.
The problem with this card is not champions, it's Spell Shield , Atrocity into They Who Endure was a risky combo since a single Hush or Flash Freeze could interrupt it, but units like level 2 Nasus,The Destroyer and The Great Beyond all have spell shield, now you have to have at least two burst speed spells to counter it.
Saw the whole interview on stream, very insightful and I would recommend you guys to listen to it if you have the time.
They seem to imply the that the void won't necessary be the 10th region due to only having 8 champions but the other regions have even less, Ixtal only have 6 and the Bandle City only have 7 two of them are already in the game (Teemo and Lulu), maybe their planing to mix the latter two regions or maybe this just some misdirection.

Making him harder to level up and nerfing either the red or blue card is only change that's gonna have any real impact, my only concern is that the balance team focus too much on TF/Fizz and let Aphelios and the veiled temple off the hook.

As for the lack of nerfs. From what I understand, they need to ship patches 2 weeks in advance before they can implement them in the game due to mobile restrictions. This is a big issue especially for the competitive scene. I don't think anyone would like to watch the same 3 deck over and over again for months.
No you can't, I just played 5 games today and three of those games were TF/fizz, one TF/Aphelios and the other was a Lissandra/Trundle. The rest of days are not different, I can't go into ladder without playing at least 2 or 3 matches against TF/Fizz or Fiora/Shen in any giving session and from the reaction that patch got on twitter and reddit I am not the only one.

To be fair, Riot rarely nerf cards out of existence, they have the opposite problem, they let powerful cards/deck dominate for way too long. Just look at Hush that card was meta defining since the release of Call Of The Mountain, and even after many nerfs it's still strong if somewhat manageable. As for buffing other broken things into existence. The only instance of that happening is the Lee Sin and Bastion buffs. Granted those changes resulted in a dumpster fire of epic proportion. But it's not like they do it frequently.
HOT TAKE: TF is not the problem in Fizz TF. It was the power creep of card draw that made TF ridiculous, aswell as Stress Testing that nullifies the drawback of his catalyst cards like Pick a Card.
Ok let's go back in time and take a look at the various meta we had.
TF/Swain was one of the tier 1 one decks during Rising Tides and early Call of the mountain. He lost that spot during the dreaded Lee/Sin meta but then came the KD/A expansion and what was the best deck from that expansion? TF/Go Hard followed closely by Feel The Rush/control. Go Hard got nerfed but the deck was still competitive. Then we had the Aphelios mini expansion and what was the best deck from that expansion? TF/Fizz.
Now ask yourself this. What did all these top tier deck have in common? Was it Fortune Croaker? Stress Testing? Nope it's Twisted Fate that's where the problem lies.
I am also taking a break from the game right now, I have been enjoying Hades and Nioh 2.

Like you said, I think that he just made a mistake when trying to remember Ionian champions from atop of his head.
As for Rengar his latest lore says that his original tribe hail from Shurima but that he currently lives in Ixtal were he is hunting Kha'Zix.
Lot's of interesting suggestion here and I like the changes to Viktor Nocturne and ravenous flock.

It's just that i got some aggro related PTSD from all the games that I lost to Face Hunter.

Nightfall aggro is probably the only aggro deck that I like and isn't Jarvan/Renekton more of a midrange deck?
One of the win conditions of Deep was using Maokai to mill your opponents deck and that was a top tier deck during the Bilgewater expansion.
Other than that I agree with you, Ice Pillar, Spectral Matron and the Watchers, form one of the most uninteractive combo in the game.

Your frustration is understandable but this kind of post is not going to change anything. Just wait for the next balance patch.

Well this confirm what most player have been saying :
- Lissandra is the most competitive champion from the expansion.
- Fiora and Twisted Fate have dodged the nerf hammer for far too long already.
- Reducing the health of Aphelios by 1 is pointless since he is part of the region that have the best protection spells in the game.
- Contrary to what some player have been suggesting, Shurima is not a overpowered region.
