Saboteur was a higher mana cost penalty, but only next turn. This one (as written) is the next one in the game on any turn, which offsets the lower penalty.
Of course, it's still not great I don't think

3/4 for 3 mana is ok in arena...other than that...pack filler
Interesting card, might see play in Battlecry Shaman. (So they can "Counter" Mirror matchups) It's fair statted but making hero powers cost 1 more isn't that good. BUT it is a good arena card.
Not even good. Just fair. Heropowers are a last resort in arena aswell. It may slow down rogues or mages for one turn but that’s it
Seems bad, 1 mana is not a big deal if that is all opponent does.
