In tonight's community Q&A from our cool Hearthstone Dad, Dean Ayala, we got confirmation of some aspects of the upcoming Classic set rework!
- New cards will be added to the set.
- Old cards will be making a return.
- Some older cards are being rebalanced.
We don't know exactly when this shakeup is going to arrive nor do we know any of the changes, though we are expecting to hear something about it at the upcoming BlizzConline event. It is possible that the changes will arrive prior to the new expansion release, sorta like how we saw the Priest rework last year hit almost 2 weeks before Ashes of Outland launched. Regardless of when it arrives, players have been asking for large changes in the Classic set for a long time and it looks like we won't have to wait much longer.

Based on others' comments/predictions, here is what I hope will happen:
All Hall of Fame cards will return to their original sets, and will be once again be obtainable from their respective packs.
There will be a new 'core' set of cards which will include some (but not all) of the cards from Classic, as well as past expansions. 'Core' cards will be made available to all for deck building; even if you do not own a 'core' card, you will still be able to use it while it is in the 'core' set. Consequently, new players will no longer need to purchase Classic packs to get into Standard mode. Classic packs will still be purchasable but relegated alongside those of earlier sets.
Whizbang the Wonderful will be in the 'core' set FOREVER, so no worries if you have already dusted it.

the problem with that is it makes the classic/basic set have to be centered around burgle cards and if there isn't a lot of support for these type of decks then the legendary would be useless. If there is a lot of support for it then that makes the whole classes identity just burgleing and would take away from other aspects such as combo and weapons.
We need Zilliax back... Unity Precision Perfection going to wild was a big loss...
Good gosh no. If a card works well as a stand alone in just about any deck AND synergizes with some decks, it's powerful. He got tiresome to see in standard....leave him out.

This would be the best thing for the community as a whole as it would allow players to play any number of cards that they do not have/not yet crafted and see if they want to do so.

So, I believe this has nothing to do with Hall of Fame getting removed? Really can't wait for Blizzcon for any info.
I think the exact wording was more that Hall of Fame would not exist in it's current form, but I could be mistaken. Maybe they are planning on using it more as a "place holder set" for Classic and Basic cards as they move things in and out of Standard.
So there's a chance of HoFed card getting back into Standard? Way unlikely (at least to me). *I could be wrong about this, since Dean pointed out Old cards getting back, but which one? I don't really know.
Buffing old cards makes more sense (nerfing is less likely, since the power level of each expansion is increased everytime). But still doesn't answer about Hall of Fame itself.
That's not really true. There's no denying power creep exists, but fluctuations in power between expansions are way larger than the underlying power creep is.
In fact, most of the top decks in Wild are based on powerhouses from the Year of the Mammoth (2017). There have been some powerful sets since then, but for the most part the power level has been lower. It has helped that they are much more willing to nerf things nowadays, which has kept newer sets power levels in check and slowed power creep.
I can't imagine Whizbang the Wonderful not being one of the old cards.
If that's true I'm going to be sad about dusting him after they said he'd be rotating. I mean... why keep him if all I could do was play weak versions of Standard decks in Wild? If he's permanently Standard though, I'd craft him golden. Maybe... We'll see
