Interestingly, Dean Ayala did mention in his Q&A a few weeks back that we'd see a new Rogue hero this year. Since Maiev is old, this means good news is still yet to come for Rogue players. This year is feeling like Year of the Rogue with the recently available Diao Chan Valeera during Chinese New Year and Gladiator Valeera from the Book of Heroes adventure. Why have they been hiding for so long?
Maiev Shadowsong was originally obtainable by winning 10 games in Standard mode during the Year of the Mammoth. The skin was available beginning from the launch of Journey to Un'Goro on April 6th, 2017 until the launch of The Witchwood on April 12th, 2018. Im actually surprised that this was not offered for free like how Tyrande was. I mean, it was given away to us in Ungoro for zilch.
Well, I guess that pretty much removes all hope of receiving Khadgar or Morgl for free then.

Khadgar was sold for real money, unlike Tyrande, so if he will ever return, he will cost real money (otherwise players would stop buying cosmetics for real money and wait until they are available for gold).
Also, from February 26th 2020 to March 4th 2020, Khadgar returned to the store in Patch 16.4.0.42174, available for purchase by all players across all platforms, for $9.99, so you can expect hero skins cost 1000 gold (if they were given out for free before) or $10 a piece

I'm also not comfortable with Tyrande or others you mentioned but I can't deny that you're right because in near future nor far future, we know they won't be playable with their own classes. But that doesn't change the fact that Rogues are assassins who aim to kill the target while Wardens are jailers are guardians. Maiev is a warden who uses rogue skills but her job is all about ward and guard. She was the jailer of the Illidan Stormrage. We might know that because we all grew with the Saga's earlier games. Honestly, I don't like that people meet her as a rogue and don't know the real origin of her.
I would like to see Old God Class and them as Skins, same with others as well tho.
You are also right. It is how Maiev in Warcraft 3 but same with what I wrote above. If you play HoTS, you probably know what skills Maiev uses in that game and also in lore. It is deeper than that and your guess is wrong according to that game. She is not practically a rogue for blizzard either. She jails people, pulls them etc. It is different than a rogue's assassinating.
How The Lich King can't be a skin, Maiev Shadowsong should have been just a card but not a skin imo. but I can still understand the idea behind. We won't get their classes near future or in anytime so we at least use them as a skin of existent classes.
That also rises some hopes in me which we might get Death Knight class in some day.

I think beneath it all is a question of how to define a class. Are the abilities in the Warcraft games enough, or does their design inherently pigeonhole players into narrow sub-sets of the wider class as it would be experienced if the game was more open like D&D? I don't think there is a right or wrong answer here, though I lean towards the latter, especially with the martial classes which cannot easily be defined by which school(s) of magic they learned.
Certainly I would say the rogue class is a lot broader than just assassins. They're not typically jailers, true, but it does encompass spies, thieves, pirates, ninjas, swindlers and crime lords. All of those do different things using the same basic skills. I.e. the class is united by its methodology (especially its use of stealth, agility and 'dishonourable' tactics) much more than its role in society. In that picture, Maiev being a jailer isn't a problem so long as she ticks the more fundamental boxes of what it is to be a rogue.
Since warden is not a playable class, insisting they rigidly follow characters' classes equates to not wanting Maiev as a hero portrait at all.
Yes she could be a priest based on her role during the War of the Ancients, but is a priestess of Elune really the same thing as the playable priest class? No. So Tyrande shouldn't be here either. Nor N'Zoth, Deathwing, Lady Vashj etc.
So she's fine as the nearest thing, which is a rogue.
She originated Fan of Knives, uses poison daggers, blinks in and out of shadows, and wears a black hood.
I guess to blizz she is practically a rogue in all but name.

I prefer Maiev over the original Valeera art, but Nightslayer Valeera from the Rewards Track is currently my favorite Rogue skin. Just my opinion!

She will be returning, and probably before the expansion hits. Her return was datamined and usually, when new products are added to the Hearthstone client, they get used before the next major patch hits.
