Last turn, last comp of season 5. Let's make one last push! (until season 6)
There's not really that much to say about either of the cards. The name of Divining Cartomancer is technically redundant, but it doesn't sound bad when speaking it out loud, but do help out if you have a better name (please).
Here are my initial ideas. Not overly creative compared to other cards already posted here, but the flavor is decent I believe.
I don't have much to say about Living Paradox besides the fact it can go infinite, although you're probably better just copying a stronger Elemental. Of course, if you played several Elementals, you get a random one.
Comission Artist could've participated last week, but here it is anyways. I want to know if the connection between painting and Sigils makes sense. Maybe I should go for a tattoo artist instead?
Edit: Added Chromomancer Enrera. Not satisfied with the wording.
Wow, I didn't even notice the end of the season was already creeping up on us. It's a shame that there won't be any more prompts for a while, but I can't express how glad I am this was here during summer vacation! Fingers crossed we'll be seeing some of those changes to WCDC next season.
I spent half an hour trying to find a better art, but didn't succeed.
Each player replays stuff from their perspective and with random targets. Longer you make the time loop, more chaotic it will get. Looped Time does not replay Time Loop so you can't go infinite with a single copy. But when you make a time loop in a time loop... xD

My initial proposal for this week. I quite like the concept of last turn being a rehearsal before the actual play, with the play being represented by the turn in which you cast this card and do something cool with it. Shaman because it has some cool end-of-turn effects (Totems!) and is, more broadly, the repeat this effect class (or at least, that's how they feel to me).
I'll post some feedback when I feel like it, maybe when there's more cards. Sad to see the season ending, hopefully the wait for the next one isn't too long, I was starting to enjoy this weekly brain exercise. :(

Beyond this, I'm not sure the teacher flavor makes sense. Maybe I'd call him something referencing his boomerang, dunno.
Felwarper Satyr isn't bad and could easily be printed in the future, but it's too basic for my taste.
Not sure if it's a bit OP, though. Maybe it should only refresh Mana, instead of gaining it. Dunno, wait to see what others think about this.
About the artwork, I think it's a fine Naga art, but the flavor doesn't seem connected to the effect. I'd probably go with some Arcane Druid art, which can be found easily on Google.
I'd also rise the cost to 2. 1 Mana draws are very dangerous because they give a lot of consistency to your deck. Im fact, this would probably be run by decks that don't have EoT effects.

Living Paradox is a solid card and my favourite out of the 3. I can see this being released for real.
Comission Artist feels underwhelming because multiple Sigils don't tend to get played at once. Their effects are generally lower power as well so it doesn't make sense to me to recast them.
Chromomancer Enrera (should that be Chronomancer?) is interesting, but possibly has a fatal flaw — does it remove itself from the battlefield after being played? As it reads at the moment, I think it would which makes it a 7 mana destroy opponents minions, maybe resurrect some things. Not to say it's bad just feels strange to play a minion and not get it on board.
Both of these are solid choices. I can see Felwarper Satyr being as powerful as Shardshatter Mystic (possibly stronger as it doesn't consume a resource) so it might need a bump to 4 mana as that card did.
Divining Cartomancer is my favourite of the 2 though. Repeating your draw is quite powerful, but it's reasonably priced at 4 mana. Questline Demon Hunter would love this. Looking on Google a Cartomancer is linked to predicting the future, and since the effect is from last turn maybe Cardsmith would fit better?
I've had a hard time finding a fitting effect for this comp. Had the idea to make something Doomsayer-inspired. After some trial and error, this is the result. Don't get me wrong, the flavor is great, but I'm just not sure whether the effect would be any good in practice.

Artist is nice support for sigils. But maybe make it replay a random relic from last turn?
Enrera shoul have "except this card", isn't it? But it will have 5 lines of text after this, so… IDK.
New flavor and hard to balance times. If you skip turn 5 with 5 unspent mana, you can play 10 mana card next turn. Is this OP? For me as a wild player - not so. Maybe make it only refresh mana? Also art of Oracle of Elune would be great art for this card.

I like Commission Artist, but not Sigils.
Chronomancer Enrera has a great effect, but erases herself from existence the moment she's played, so it should probably be a (cheaper) spell.
I like the first Moonwell Keeper art better and don't forget to capitalize the M on the second "mana".
Despite also helping your opponent, it should probably still be a Legendary so that time loops within time loops are a special occasion and cannot consistently create infinite loops. And I predict having to pay 5 Mana upfront makes this not worth playing unless it creates a wincondition. I also think Mage will have a hard time getting more value out of this than their opponent, because you have to pay 10 Mana and Mage has a lot of targeted effects that could be harmful to yourself. So I'm not sure if it even needs to replay your opponent's cards as well.
Still a very cool card, though.
Living Paradox is a perfectly fine card, but it's not particularly inspiring. If you find nothing better to go with though, then it's not a bad choice.
Commission Artist seems a bit off to me. As mentioned, Sigils aren't really something that players tend to stack a lot of at one time since their effects don't really work together (directly anyway). I must also say that I don't understand the flavor.
Chromomancer Enrera has a typo in the name (should be "Chronomancer"). It's my favorite effect of the three, but since it erases itself after it's played, it's weird that it works as a minion that can't ever actually function as a minion (not necessarily unprecedented since Whizbang does exist, but it's still weird. The only reason reason Whizbang is a minion is because he's Neutral and therefore (at the time anyway) needed to be a minion).
This has some good flavor and cool mechanics, and there are certainly ways to take advantage of it. It'd probably need more support to be good, but that's easy to print.
My only real concern, and this isn't really a huge deal, but I feel like in practice it'll just be run as a 1-mana cantrip and the "repeat EoT" effect will just end up being a bonus that's sometimes there as opposed to something the deck is designed to take advantage of.
Something like this better? Not sure about the Combo, but if it means he can stay a 3/3/2 maybe it's fine. I don't want him to be too expensive.
Cutting into the combo's Mana-consumption to save for Fenek sounds less fun, so I'm sticking with "start" unless someone changes my mind.
Feedback:
R - This is a great idea. I would do as Aero suggested: take the art from the first Keeper but use the "refresh" text from the second. Could definitely see this winning.
AeroJulwin - Unless I'm reading it wrong, this seems like a toxic card. R makes a good comparison to Doomsayer, but also it feels wrong if you can defend it behind Taunts or with Freezes; especially the latter, as it will reset the Freezes you did, thus making it way easier to lock them out a la Brilliant Macaw + Snowfall Guardian.
Moondreamer - I think "end of turn" effects need to be played with more, so this could be a fun possibility. But I agree with the others that the name is off-kilter with the flavor, and the Cost + draw effect is too enticing to ignore. Just a thought, but what if this was a DH card instead? Shaman has more End of Turn triggers by-way of existing longer, but this could be right at home with the Big Demons Priestess of Fury, Ancient Void Hound and Pit Commander. Plus the class received some "performance" flavor from Madness at the Darkmoon Faire, so it wouldn't come out of nowhere if this was in their Mini-Set to tie them all together.
BasilAnguis - I think this is a messy card :/ It would need to be Legendary to avoid double-Loops, and probably shouldn't cost 5 or more so Grey Sage Parrot can't replay it for absurd time-fuckery. It's a big headache waiting to be had, all-in-all…
Wailor - "Commission" is spelled with two Ms :P Regardless, I think I like Living Paradox the most.
Demonxz95 - I gave my thoughts on the Cartomancer, so just want to say that I prefer it over the Satyr. The Cartomancer is much more interesting.
I already submitted a completely different card, since this week is being quite busy for me and I didn't feel like waiting for feedback (opinions on it are still welcome, though).
It's kinda like a safety net card: if you're forced to Hero Power on turn two, this guy can pull the 2-drop you missed. It's mainly meant to be an Arena card, as Constructed decks are generally more consistent, although he could also be used in a very HP-centric deck.
As for the flavor, he brags about the supposedly heroic things he has done, which attracts rookie adventurers to his party (while everybody else in the tavern rolls their eyes).
Not sure how well this Arena-centric card will do, but I don't have much to lose because my other cards weren't very good either xD

A new effect for Theora. This time focused on your hero, with some added Secret synergy.
Thanks, that wouldn't be a bad idea. I like the current art, but it's just not Hearthstone-y enough. How can I find it?
And a second idea for Warlock with some draw synergy. Maybe this one's cheating a little, considering the main effect doesn't interact with your last turn.
I definitely prefer this over the other version, and I like it more than the Warlock Hero card. Replacing Secrets is a nice touch, to differentiate it from just being a Mage-esque Reno Jackson.

About your new card, I like it a lot more than the previous version and that the Warlock card.
Couldn't really land on a version of the last card that I liked, just couldn't incorporate the feedback as I wanted to. So, new card. I'll probably submit this. Very cheap cost for the effect but it's pretty hard to activate if your opponent knows about it. Also resisted the urge to add the text Draw a card.
Demon - Super simple designs this time around! They're both pretty cool, wouldn't really know which one to submit. The satyr is slightly more safe as an effect, the Cartomancer is more breakable but slightly more exciting.
R - Cool effect, always happy to see unspent mana effects on Druid. I don't think the card needs to be legendary if you don't want to, but I'm pretty sure it has to be a refresh effect, considering how many cards can become back breaking if Druid cheats them out one or two turns in advance.
Linkblade - Great card! I think the one-turn buffer is a great idea to balance it. The effect can be abused pretty hard by Rogue (it doesn't matter if he can't copy itself, the Rogue can just keep a single Shadowstep in the copied hand) but I feel like this is one of those cards that you'd have to playtest to be sure. Maybe it could work.
Basil - Not sure about this? You found a way to break it yourself, so not sure how this could possibly work. Chaining Time Loops would break the card, especially considering how easy it is for Mages to find extra copies of it.
Wailor - Simple and effective design, I like it. I gave it a great score :)
AeroJulwin - The last version of Theora you posted is surely my favorite card of this week! The idea to have a timebender cancel out a particularly bad turn feels great in flavor. The effect is also different enough from other cards to warrant the existence of this legendary: not quite a Reno (you rarely take all the damage in a single turn), can be used with armor (which Mage has a bit of) and can recast secrets, which is cool. My only criticism of the card is the fact that if this were to be actually printed in the game, you'd have to ban it in Wild, as there's no way you could ever balance this around cards like Potion of Illusion, Luna's Pocket Galaxy + Barista Lynchen or Zola the Gorgon… That's a ton of Ice Blocks!

Late ideas. Elementals are the masters of 'last turn' effects, so I thought I'd try two different supports for them.
Therazane has deserved a spot in Hearthstone for far too long and it seemed fitting to have the final Elemental Lord synergize with Elementals. The effect is based on Grand Magus Antonidas' ability to recall cards from the past few turns and seemed like a logical progression for an Elemental effect.
Marsh Dredger is a callback to Ashes of Outland when Shaman had a 'spell last turn' theme while still providing some support for Elementals.

This new version of Theora is significantly better than the first version, so I say it's pretty good.
Time Manipulator Inara is pretty alright, but it feels a bit weird for Inara to be a Warlock card as she's listed as a Mage in all depictions of her in Hearthstone (I say that realizing it might be slightly hypocritical as I made her into a Time Traveler card, but the chronomancy aspect is very much connected to the class in that instance). Even though I don't really hate it too much myself, some people probably won't take too kindly to giving what is basically an Ice Block to Warlock. I'd go with Theora.
The Immunity effect is alright, but this card breaks one of the most cardinal rules of custom card designing, which is that you never design a spell card that only has a conditional effect. Absolutely no exceptions.
You need to give it a base effect that it can always perform even if you don't meet the requirements. To give an example of this, Apexis Blast will still deal the 5 damage even if you have minions in your deck (which is important for matters like random generation). Every spell with a conditional effect follows this design philosophy and for good reason as well.
Unfortunately, I'm not really sure what you could put on the card that really fits the card. If neither player took damage last turn anyway, then it also seems like the Immunity isn't really needed.

In the mean time, I suggest looking into other custom projects in-and-around OutofCards: give feedback, leave some likes, and/or maybe start making a custom class or expansion of your own! I would also provide feedback to us, regarding how we run the competitions. You can do so here. We're hoping this is our opportunity to make some changes, after passing on it a couple times now. Let us know if there's anything you'd like to see different...including perhaps how we can acquire more people to compete with lol.
