Arena mite. In constructed, the only class that'll ever fall prey to this would be paladin. Every other class would be scratching heads on what the thought process was for you to include this into your deck.
The only niche this thing will ever have is existing as a 1 mana 1/2 mech, which may be useful to both mech pally and mage. Outside of that niche, this is hot garbage, a bizarre 1 drop that even if your opponent has a turn 1 play doesn't make it necessarily any better than on an empty board.
Sounds annoying to deal with, but it's probably terrible in practice. Freezing is just better

This is so easy to kill, it will probably barely slow your opponent down.
Seems really bad. And Glacial Shard comes back in the core set, which is way better than Annoying Fan.
There is 1 important reason why this card exists, and no not just as a pack filler. It was confirmed that this card can be summoned from Annoy-o Horn which is a nerf to that treasure and Kazakusan... Although it also got buffed because Annoy-o-Troupe got added into the pool as well.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
Annoying? More like "Mildly inconvenienced" ..! ^^
