Yes, that is more or less what I was imagining. It might want a few tweaks for HS though (I can't imagine a repeatable Reno or Zephrys that you always have ready when you need it would be a good thing).
No one is disagreeing with you about the Targon expansion being somewhat underwhelming, people just think that it isn’t quite as awful as you are making it out to be. Sto650 just calmly explained why he thinks that more than ten cards are viable, he is not saying that the expansion is perfect and he definitely isn’t delusional. People can disagree with part of your idea without it meaning that they are against all of it. On your problems about the meta and streamers leaving, I’m pretty sure that will be solved in a few days with the next patch, or maybe next month with the new expansion. A decline in a card game’s viewership and streamers is natural when it’s been a while since the last expansion, it doesn’t mean that LoR is failing.
Another comment said something about MTG's Commander being translated into Hearthstone, and I am really hoping for that.
You choose one creature to be your commander - it gets put into the command zone at the start of the game. You can play your commander from the command zone as if it were in your hand with one exception - it costs 2 more every time you play it beyond the first. If your commander dies or is exiled, you can put it back into your command zone.
I'm really hoping for HS commander, but if it's singleton like the MTG version, then the No Duplicate cards will break it. So I doubt we're having a singleton format, but I still want commanders.
A color that fits fever and letter is scarlet (scarlet fever is a sickness and The Scarlet Letter is a famous book). Sounds fitting since there's the Scarlet Crusade in WoW.
Now I'm almost completely ignorant of WoW lore but Google also told me that there's a Scarlet Monastery. One of its former leaders was High Inquisitor Whitemane. I know that's a bit far fetched but I don't know what a "scarlet mayor" could be otherwise. Any WoW experts around?
I think you want to ensure to always discover at least Potion of Illusion from your Tortollan Pilgrim. This means the deck should run 3 different spells at most. Ice Block and Frost Nova seem to be more relevant. I have been piloting Corbett's Turtle Mage deck for the last couple of days and I must say it is legit.
Cool! This is the first time a deck of mine made the weekend wild decks spotlight. My initial reaction was: "Wait, that looks like my name! How can dis be?" 😅
I don't know why nobody runs Cinderstorm or even Arcane Missiles in turtle mage. I have won so many games by just blasting my opponent for 35 damage in one turn in oppose to just freezing over and over again and pinging them with 1/1s. I have also played a few games against turtle mage and they would have killed me so much faster has they played any form of damaging spell.
Any pro worth his salt should be able to play with new cards in an unsettled meta. Indeed, I prefer that all major HS tournaments happen a week after a new expansion or major nerf patch.
BBG is an absolutely amazing card game player, excellent streamer, and all around good person.
However, you are just not correct in your opinion here, and that comment by BBG was one little comment on one day. Maybe he just didn't see much variety that day, or maybe he's talking mainly about tournaments (which are a LOT different from ladder).
Here is the actual link to the Mobalytics tier list. If you go down through all the A-tier lists, you will see the following new champions in decks:
-Leona (with Lux)
-Diana and Nocturne
-Trundle with Warmothers and Tryndamere
Warmothers probably doesn't count as a new deck, but adding Trundle and the NEW ramp to it makes it a LOT stronger.
Diana/Nocturne is 100% new, and Nicmakesplays hit #1 NA with his version of it very early in the expansion. Leona/Lux also plays a lot of new cards.
In fact, lets list off all the CoTM cards that are in a Tier S or Tier A deck. Aurelion Sol, Infinite Mindsplitter, Revitalizing Roar, Cygus, Sunburst, Screeching Dragon, Trundle, Starshaping, Leona, Nocturne, Troll Ravager, Crescent Guardian, Doombeast, Hush, Mentor of the Stones, Solari Priestess, Behold the Infinite, Diana, Guiding Touch, Lunari Shadestalker, Zenith Blade, Jack the Winner, Pale Cascade, Stalking Shadows, Solari Shieldbearer, Solari Soldier, Rahvun, Unspeakable Horror, Troll Chant, Troll Scavenger, Lunari Duskbringer, Spacey Sketcher, Gift Giver, and Stygian Onlooker.
I think that's a few more than 10, TBH.
Bottom line: BBG was exaggerating, and probably focusing mainly on the tournament scene, not on ladder.
Edit: updated the list of cards due to a couple of small mistakes. It is now completely accurate.
In EDH, players start with twice as much life, and have a deck of 99 unique cards.
They also start the game with a commander, a legendary creature, in the command zone. The colours of the commander mandate what colours the cards in the deck can be, and the commander can be cast from the command zone and returns there when it is removed, increasing in cost each time.
In most cases, this means you can use silly build-around legendaries to their full potential unlike in regular constructed formats, where they are much too slow to see play.

Could be some type of booster draft format with potentially guaranteed tribal stuff?
Maybe they already said it's constructed?

A fun little quote from him at time code 22.25
Only 10 new cards were released from this set that see play
The only new list is Asol Trundle ramp and even then Bilgewater Noxious is just better
https://www.youtube.com/watch?v=pY8D2MC6FHY
He also praises Fiora Shen which isn't being played by anyone really but has the potential to be great
This list was grabbed straight off swim's website if you want to try it, it's the same one Bruised is streaming
Although he run's dragons on 5, which is a whatever change
