I find it strange that the top 4 of the division B round-robin are automatically safe from relegation, whereas the 7th and 8th of division A (who scored higher than every person in division B during the first 3 weeks) each has to win one additional match to survive. Granted, they are given more chances than the 5th and 6th of division B, but it still seems unfair that the top 4 of division B face no risk whatsoever.
This is pretty much the optimized burn deck; some cards are potential side-grades but it's practically impossible to make anything more aggressive. Part of your problem is this deck was extremely popular last month so everyone knows how to mulligan and play against it--and you're essentially running an inferior version of it.
If you DO want to homebrew, try some champions with the potential to generate more value e.g. Swain, Miss Fortune, Kalista. Jinx isn't a very strong champion ATM so I'd avoid her, but if you do insist then I'd recommend netdecking a Draven + Jinx deck with heavy discard syngeries.
Unless you want to make decks only by yourself try looking up other people's decks (and meta). You will then see what cards are good in decks with similar game plan - in this case aggro noxus / p&z.
Once you make up your mind with what you want to get, you can start gathering resources and slowly create these missing cards.
Quick ideas: you can try putting more low cost - aggresive minions to overwhelm opponent quickly for example. Or implement some discard package that would work with Jinx. Beam and blade's edge out, put in cards like: Boomcrew Rookie, Legion Grenadier, Crimson Disciple, Imperial Demolitionist.

I think as a new player, that deck is fine. After all, you're just trying to find better cards to replace your bad cards. But I think in deckbuilding, you want to find out what's the purpose of the deck or the win condition. If you're going for a fast deck, you should consider replacing some cards that don't fit with your deck or they're just too slow like Thermogenic Beam or Amateur Aeronaut for example.

Legion Rearguard. Having it do something on turn 1 is mostly up to luck and attacking first. And I'm wondering if a 1 cost 2/2 isn't better than a 3 /1 that can't block. I also recently learned that allies that can't block can still be forced to block. (Would have been nice if it had a narrow upside)
Once the enemy has blocked a few, or traded, they overtake me with larger threats.
Obviously, some card choices are not optimal as I'm still building my collection.
Sounds like a really interesting mode, but the 50 card limit would be majorly limiting. 50 cards means combo decks will not be a thing at all because you'd never be able to live long enough if you got crucial cards in the last 20, let alone 10, cards of your deck. It also makes playing control more punishing against aggro because the likliehood of drawing into a high mana vs a low mana hand is greater.
So while the mode sounds awesome on paper it would encourage aggro decks to win quickly. Now if you had the standard 30, maybe 40 cards, and that could be a different matter.
I've played since open Beta so I'm not sure if they've changed something with the official launch, but after completing the tutorials you had three different pre-constructed decks: Ionia/Piltover&Zaun (with Jinx & Zed), Noxus/Shadow Isles (with Elise and Darius), and Demacia/Freljord (with Braum, Garen, Lux, and Tryndamere). During the launch celebrations, you were also rewarded with a fourth deck, Freljord/Shadow Isles (with Braum, Ashe, and Tryndamere). I haven't heard of any other preconstructed deck existing. As far as I know, the decks should be the same for everyone.
Topandito already explained upgrades: the card was supposed to be a regular copy of that rarity but randomly upgraded into a wildcard. And as they mention, chests/capsules can upgrade as well but I don't think you can see the upgrade text then (or maybe I just click through everything too fast).
I don't think there's anything special you should avoid as a new player. I fully recommend playing through all the tutorials as they teach all the mechanics but after that you're free to play what you want. Aggro is very much viable, and you've chosen a good region combination for that. Here's an example of a top tier aggro deck:

What you're saying about mulligans for different matchups really makes sense - I was keeping Risky Skipper and Armorsmith irrespective of matchup, and a lot of the time they're been dead cards. This has been compounded by the fact that I must have faced only one or two Demon Hunters all weekend - my local meta (EU D5ish) has been warriors, rogues and druids for the most part.
It's a deck with a lot of decision-making to be done, which is one of the things I like about it. A few I'm still wrestling with are when to tempo out a Sky Raider and when to hold on to him as a cheap Risky Skipper activator. Similarly, I think I sometimes let Armorsmith sit in my hand too long, waiting for the Risky Skipper / Armorsmith / other cheap minions combo, whereas it may have been correct to have played it out a bit early and settled for using it to gain 3 or 4 armour, or even just as a soft taunt.
There are plenty of complex decisions in the late game too, and I also think I can be a bit greedy with these. I get that Grommash Hellscream is primarily there as a finisher, but sometimes I think I need to use him as board control - the same goes for holding on to Risky Skipper or Sword and Board as a combo activator for him. Similarly, with [Hearthstone Card (Blaster Boom) Not Found], I tend to wait with him too long, hoping to play him with Risky Skipper on to an empty board to shower the enemy hero with bombs. I need to get better at recognising when he's best played with fewer than three bombs in the deck, as a board control option, or (on the very rare occasion) as a vanilla 7/7.
All in all, plenty to keep me busy. It's fun to be trying to get my head round a deck like this, expecially when the meta is starting to stabilise and some are starting to find it a bit stale.
Disco Lock no longer works in my current meta bubble but I still wanted to grind Guldan wins, so I switched to Cube Lock. I had forgotten how satisfying it feels when you win a game just by playing Skulking Geist.

As much as I HATE netdecking: with this archetype, the closer you look like this, the more successful you're going to be.

NERF BURN
Wow their ability to deal damage was massively gutted : rookie can no longer attack twice when dropped turn 2 and rearguard got removed.
Too bad that both of them are less of a problem than than THE ACTUAL BURN
like burn is the last interactive mechanic in LoR and require to play certain regions to have meaningful heal (and btw tavernkeeper sucks at his job)

I think as a new player, that deck is fine. After all, you're just trying to find better cards to replace your bad cards. But I think in deckbuilding, you want to find out what's the purpose of the deck or the win condition. If you're going for a fast deck, you should consider replacing some cards that don't fit with your deck or they're just too slow like Thermogenic Beam or Amateur Aeronaut for example.
If you have Get Excited!, Decimate or Noxian Fervor, I would consider to use them and replace Blade's Edge as 1 Mana deal 1 typically don't get enough value. Rummage could help too because you are running Jinx.
So all I can really say is good luck on your grind and hope you get all the cards you need.

I think going for more than 30 cards in HS is just too much, even worse if you enforce the Highlander.
The Commander thing is cool, but tricky, and banning some cards arbitrarily on the base of power sounds awkward for a permanent Constructed mode.
Also, playerbase dilution might be an issue both for existing modes and the new one.
