Smooth Soloist and the Tuskraider are also really cool, since they have powerful effects, but they come into the game so late that they don’t seem like they’re going to be overpowered. Also, more champion tutoring is always cool.
Also, with Jagged Taskmaster it might actually work to make a spider-bilgewater deck!
These plunder cards seem insane! I actually really like them because you can get the plunder effect to trigger by getting attack damage through, but the more direct nexus damage cards you include, the more consistently you can get the effect off. This also makes the Noxus siege cards much better, because now siege engine basically says “you can always trigger plunder effects”. It also creates interesting gameplay in which the opponent has to always try to avoid nexus damage or risk plunder effects happening.

That's not a bad thing! The idea isn't to break the elusive mechanic, its to force it to have some weaknesses either through inconsistency or poor matchups. Think combos like Braum -> Take Heart and Zed -> Stand Alone: yes, they are disgusting and often game-winning when pulled off, but at least they do at least luck in getting the right cards--and even if you do pull it off, there's no guarantee that you're not just going to get punished with a Vengeance / Thermo Beam / Will of Ionia / etc.
"Costs 2 less" should have parentheses around the 2. Any cost change is worded as so. See Freezing Trap and Unstable Portal for examples.
Don't use "his" in card text when referencing your opponent. That's sexist.
Make sure to add a period to the end of card text.
Maybe try rewording it as "Secret: When your opponent casts as spell, add 2 coins to your hand. Their next spell costs (2) less."
Dark Effigy also needs to say "Secret:" and needs a period. But I personally think Shady Deal is the better of the two cards. Dark Effigy isn't very interesting to me personally.
Solving the elusive mess is not a job for one person alone. My objetive is to brainstorm some thoughts in hope someone could polish or spark new ideas to adress the issue. Thanks for your reply, healthy discussions like the one we are all having on this topic are a step in the right direction.

This interaction will never be balanced without printing cost-effective removals or effects that "remove all text and keywords" from units. So yeah, i agree only changing the cost alone without the support of other cards won't solve the problem.

Yeah, its intended to make elusives weak versus AOE spells. This would greatly increase the risk of playing multiple elusives in a single deck.
Elusives can block any units. The new concept is that elusives could not block non-elusives. This would make pure elusive decks much weaker against other aggro decks.
The original idea is to spread the keyword "ward" in many different units already in the game. Its not meant to be build around it. It should be done in a way most decks would end up with 3-5 ward units on average without tech.
This solves the elusive problem but its very dangerous to other cards like They Who Endure.

Demon Hunter was the only thing keeping Galakrond Rogue in check, which was already the stupidest, most overpowered, least fun to play against all last expansion, and now just got more stupidly overpowered unfair random crap to make them even stronger. Not nerfing Rogue any of the previous nerf cycles since the release of Descent of Dragons was a big mistake, hopefully they rectify it hard. Blackjack Stunner, Galakrond, the Nightmare, Heistbaron Togwaggle, Seal Fate all should be nerfed hard. It's a shame, because the meta was actually really fun before Valeera the cockroach came back crawling out of the sewer. Hopefully the next expansion will be better.

Some elusives already only gain elusive for one turn. IMO still easily circumvented
This would make elusives unplayable, the goal is to make an interesting mechanic not to nerf something into obscurity.

Good idea but there's already a card that does this "purify". When you pay 1 card (spell) for 1 card (minion in play) you're still down a card because they still have stats on the board. What we need is essentially more "purify" on a stick cards. (a minion that has a stronger effect to remove buffs)
Kind of the same as above. A unit that steals/removes buffs is a counter-tech card. Minions with more counter-effects is what the game needs.

With Shady Deal you basically give your opponent a discount but it comes with a price. I think, that this fits rogue very well.
Dark Effigy is a mirror on Effigy. It is the same effect but on enemy minions.
