Aha! I remembered which card did this remind me of. Thief of Futures from The Taverns of Time arena event that added some arena exclusive cards into the mix.
Will probably replace the underwhelming Ticket Scalper in the Captain Hooktusk rogue deck.
Simultaneously helps thief rogue get weapon / Tess charges against other rogues.
