Its more druid than shaman. Druid needs something like this, shaman less so.
There just so many applications for cards like this. But does it merit an inclusion into rogue and mage, likely in rogue, not so much in mage.
Mage suffers from card draw, so any card that doesn't do anything on its own is not likely to be too impressive.
Most of my games against them comes all the way to the end of my deck. A little more value wouldn't hurt, especially for libram pally. Plus, that means you can just go face with your spells since this one essentially gives it back to you.

Its just a card thats playable on its own. That it enables busted cards like [card]soulshard lapidary[/card] means there's little to no reason why this card wouldn't be a vital inclusion in a tier 2 or tier 1 deck.

A decent 4 damage weapon that curves into [card]glaivebound adept[/card]. Yes, this is strong even without soul frag synergy.
In fact, ever since warglaives got nerfed, there have been some talk that glaivebound adept is straight up unplayable. This card will deny that possible reality anytime.

Its yet another AoE for warlock. Cheaper than [card]hellfire[/card], but doing less damage. Whether this can make it will depend highly on whether the additional soul fragments are worth it, and whether its actually a better meta card than either [card]dark skies[/card] or crazed [card]netherwing[/card].
