Do we know whether HS users can just jump right in to Mercenaries? I vaguely recall that all you had to do to try Battlegrounds was to complete the tutorial, but for Tavern Brawls you had to level somebody up …

I think the Books of Heroes/Mercenaries are fun (it's the only part of the game where I put the sound on), but basically zero replayability. So from that perspective, I can believe that they might not invest much more time …

Perhaps they're using the "toss it out there and see what sticks" method! 

I can see the golden bundle, and I'm FTP. I generally keep my golden cards, though, so perhaps that's the criteria they're using?
