If you get this out of a discover effect its not that bad. But adding it into a deck willingly? I don't think so.

Not bad, but kind of not making the cut.
Another filler card, but with the added value that the Hog has 2 attack.
That's good but not a broken card. It's really good in arena though.

The fact that they are 2/2's make this a really good.
Powercrept over Dreamway Guardians, 1 more attack in each of them makes a lot of difference.
In arena, this is an insane card.
On top of that 5 mana 6/9 in stats is bonkers. And Jandice Barov... Oh god...

Murloc classes can vomit the hand and not even realize that this card was a 3/2 with battlecry.
Insane value card.
Let's say this: Turn 2 you upgrade this in a control match, turn 3 you upgrade it again. Now you have a 2 mana deal 3 for the rest of the game.
It's even good against tempo and to some degree against aggro decks.

1 mana 2/3 murloc for shaman. It's not really that big of a deal, but a nice little added value.
Fair card. Not broken, fair stats, an effect that can't be activated right away, and fair costed.
Not gonna see play, or at least not too much, since it's a balanced card.
