I guess Murloc Shaman can drop Devolve for Plague of Murlocs. For Control it just depends on the mana curve I guess.

But Plague of Murlocs is odd-costed, and can't therefore be played in the most popular Shaman deck.

I'd swap the [card]Woodcutter's Axe[/card]s for [card]Livewire Lance[/card]s in a heartbeat. I think I'd also try to include an extra [card]Town Crier[/card] and Rush minion; probably in the place of these weird [card]Bone Wraith[/card]'s.

Against Big Priest, I doubt that [card]Plague of Murlocs[/card] will overtake [card]Devolve[/card] as the go-to option. But that's mainly because the most popular Shaman deck is Even Shaman and they get a bunch of support with the new 0-mana spell.

That may be, but the Lifedrinkers come down four turns earlier, help complete the quest, pressure the opponent and synergize with Shudderwock. I'd definitely swap them.

Would the combo work with 6 dormant creatures and you playing a single [card]Mogu Cultist[/card]? That would be awesome, as it enables you to play it again if the first Ra dies.
