An update from Blizzard this afternoon confirms the temporary removal of the "guaranteed offering rate" for new Battlegrounds heroes.
If you've been playing Battlegrounds since the introduction of Battlegrounds Perks, you'd know that one of the benefits that you get is that in addition to the 4 heroes you can select from at the start of a game, someone with perks would also be guaranteed to see any new heroes added to the pool in their picks. This system, unfortunately, is not working as intended right now and its randomness isn't really random.
With this being disabled, it is now possible to not have anyone in your lobby see Master Nguyen and Cariel Roame.
Kerfluffle explains what is going on down below. Blizzard expects this system to be fixed in time for the next set of new heroes that are added to Battlegrounds.
Quote From Kerfluffle In Patch 21.2, we introduced a new system that made it so that new Battlegrounds Heroes would be guaranteed to be offered each game during their early access period (as long as anybody in that lobby had Battlegrounds Perks). The system was supposed to randomly split the offerings between all people in the lobby with early access, but we’re now aware of a bug that is making those offerings not random. We’re disabling the new system and going back to the old early access system for the rest of this early access period (ending September 14). We expect that the new system will be fixed and ready to use again in time for the next new Battlegrounds Hero/Heroes.

Any ideas what this not-random bug was? How was the game selecting which players would be offered which heroes?
I think, at least in part, it was giving 100% priority to people with perks. I was playing with a friend and he NEVER got offered either hero, while I almost always got offered one. Just another way Blizzard can make us feel bad for spending money /s
This has been true for a while: people with Battlegrounds perks get early access to new heroes. If your friend doesn't have perks, they have to wait about two weeks until after their release before Cariel and Nguyen are offered to them. The "guarantee" that someone in the lobby with perks received a new hero as an option is what the bug is about.
I always just thought it was meant to be a higher chance than people who didn't buy the pass. I don't like this change at all then lol
instead of fixinx this little no mathers at all thing fix the friendlist bug that its there for 2 months no and just make MT quallfiers a hell to play
Wow now this seems reasonable. I was offered one of both most times (I even got to play Panda 3 times in a row) while my gf only got them a couple of them.
I have never been offered Nguyen once, but I end up facing him all the time. He's practically my nemesis at this point, with how often he foils my plans. I swear he always has the exact passive he needs when facing me! D:
Got Cariel one time and came in first, so there's that at least.
I got offered Cariel only once and got a lovely 8th.
I hope you get offered Nguyen soon, I think he is a really fun hero to play because you need to plan your turn differently.

This is not the only thing that needs to be addressed, but it's the only one that can be fixed without a major balance patch.
Disabling troublesome heroes through a hotfix has happened multiple times, and this one is no exception.
