Rexxar is a Fighter Mercenary. They were added in the 21.4.0 Mercenaries 1st Public patch which was released on Sept. 16, 2021.

Rexxar - Mercenary Equipment
This is the equipment you can wear on Rexxar. Only one piece of equipment can be worn at a time. The first tier of each piece of equipment is obtained by completing achivements and tasks with additional tiers coming from Mercenary Packs or Rexxar Coins.

Comments
What does leveling up Animal Companion do? There's no change in the text...
Kill Command seems underpowered, especially its speed. When it comes to equipment, Mama Bear's Claws seems a pretty good one, if you have the team for it (does it work with beast mercs?). So he is good with Anacondra and King Krush.
Overall, Rexxar seems like one of the weaker legendaries.
Looks like a very versatile guy who doesn't sacrifice much for that versatility.
I don't love that your first-round Kill Command is so weak unless you have a Beast merc on the team, but otherwise Rexxar seems like fun.
It's hard to evaluate Rexxar when we don't know what the Animal Companions look like: one can assume they are the same minions from the spell Animal Companion, but who knows for certain. That said, Rexxar could easily find himself being the lynchpin of Beast comps, with Mama Bear's Claws buffing all the units you summon. He seems to lack much utility or disruption, but, again, those Animals could be the source of his strength.
All-in-all, Rexxar has a "wait and see" situation going on.
