Okay now that we have experience we can safely say that all the fears were not justified : not only no one ever will bring this in a competitive event, but also no one on the ladder.
The reason of this is this card is beyond terrible! The player that plays it will loose 90 % of the time. Literally any t10 is better. Even if you're in a situation where one of the effect could save you, you just have 20% to get it, and some other effect will instakill you.

This seems like more of a fun card than a serious play card. RNG, for the most part, is just as harmful as it is helpful
Most of the effects are solidly weighted in your favor. The Rod of Roasting is almost necessary to balance out how strong the other outcomes are.
Cast Blur beforehand, and 5% of the time, you'll win every time.
Wouldn't it be a 1 in 6 chance (about 16%) to get Rod of Roasting?
Nope. It's explicitly a 5% chance to get Rod of Roasting and a 19% chance to get any of the other options.
