My first idea.
It's a tiny, mummified dragon, but it comes with two Invokes!
I thought of making it a 3/1 because 2/1 seemed weak, although the staff pointed out that 3/1 was too strong.
We mention this at the bottom of the competition page, but I think I'll reiterate it here: mechanics and keywords reappearing in a one-off capacity - like Omega Devastator in Rise of Shadows - is not enough to disqualify them from the list of potential options. In that way, Reborn and Twinspell are not ruined just because they reappear in Galakrond's Awakening. When we think about mechanics and keywords that'll get you disqualified, we're talking "evergreen" stuff like Lifesteal, Discover, "if you're holding a Dragon", "if you played an Elemental last turn", etc. You can use them, but don't rely on them as being one of the two mechanics or keywords for the prompt.
With the above out of the way, this is my idea:
Inspire makes a return, the flavor being that he uncovers some kind of breakthrough on his research. With enough magic (for the Spellburst), he can even double up on your Soul Fragments.
My first idea. It's kinda lame and hard to balance, so I'll probably try with something else.
First idea. Not entirely satisfied, so I might try to think of something that pushes the envelope a bit more later.
EDIT: changed it to this since my last card was way too similar to Throw Glaive. Yes, Spellburst and Inspire was done earlier, but this is a vastly different effect. I’ll try to come up with something even more original nonetheless
Flavor is that when inspired, she goes back to being as full of wonder as she was when she cast her first spell!

I don't think so.
According to Hearthstone Wiki, evergreen keywords are Battlecry, Choose One, Combo, Deathrattle, Discover, Divine Shield, Freeze, Lifesteal, Poisonous, Outcast, Overload, Rush, Secret, Silence, Stealth, Spell Damage, Taunt and Windfury.
Looks like a evergreen because the effect born in Un'goro with Sherazin, but not like a keyword.
Still, I very much doubt it won’t be used in the future. Casts When Drawn also became a keyword in a specific xpac (don’t remember which) and has been used ever since

DavnanKillder: I love your Sand Shark, it's a really cool idea and feels very flavorful. (And I don't say that because I want to use Power Word: Drowse's art myself.)
DestroyerR: I like the art and the name, but I'm not so sure about refreshing the Spellburst. Inspire feels a bit forced in this one. What about this: "Spellburst: Give the spell Twinspell."?
BloodMefist: I'm not convinced either, but then I don't like spells with Echo in general.
Wailor: Not a bad idea, this could be very interesting, but I admit it's indeed very hard to balance and I don't like the art very much.
linkblade: Very nice card, nothing to criticise from my side.
Demon: Cool idea, I like it a lot!
I've also put some thought into making a Demon Hunter card and this is what I came up with. Which idea do you prefer?

(I know it's close to Pit Commander, but I think it would make a big difference to trigger the effect two turns earlier. Imagine this with only Pit Commander, Ancient Void Hound and Priestess of Fury in your deck!)

Dormant appears in four sets beyond Ashes of Outland:
In my opinion, that's too many sets to be considered a one-off mechanic or keyword, and more than the two we're loosely allowing with callback cards. It didn't rise to prominence until Ashes of Outland, and we might not even see much of it again, but I would argue Dormant has become an evergreen keyword. Edit: Apparently, Magic the Gathering has a term for this situation, "deciduous". Not truly evergreen, but not a one-off either. Regardless, it is not acceptable for the prompt.
Feedback
Linkblade91 - Nice flavor, although I do feel that duplicating your Soul Fragments might end up leading to too much healing.
Wailor - I pretty much agree with Ancorm4n. It's by no means a bad idea, but it seems difficult to balance properly and it's not that original either.
BloodMefist - I think this has an unintended quirk with the way Echo works. It seems to read as if you need to Corrupt each temporary copy for them to generate again. This is otherwise though, a fine card.
DestroyerR - The effect of refreshing Spellburst seems neat, but in practice I feel like it wouldn't change much. Decent idea though.
DavnanKillder - Sand Shark is a funny card with a fine idea, although the effect does have a weird interaction. Overkill doesn't require the minion to survive, so would it be possible to Adapt into Rocky Carapace or Volcanic Might to save it from death if it would've otherwise died? Power Word: Drowse seems really neat though I'm not sure if it would be better than Maiev Shadowsong. Enchanted Shotgun seems like a neat idea. The Spellburst is flavorful although I'm not sure if it's "necessary" compared to Combustion, and some people might penalize it on the basis that it's Hunter AoE regardless of its power level.
Anchorm4n - I am quite fond of both of your cards. I really like Zevrad because Big Demons DH is an archetype I would actually like to see get some play (or really anything that isn't just "draw your deck, gain Attack, hit the face"). Sleepy Spell Scribe is a cool Spell Damage card.
Went for a much more radical design this time around. Like most Magnetic minions, this one is pretty bad on its own, but has some powerful potential. I felt Hunter was the most interesting of the three 'Magnetic classes' (Paladin, Hunter, Warrior) to put it in since their Mechs are also typically Deathrattle oriented. Balance is a bit hard on this one since it has some scary potential.

Gotta say, I'm really liking the creativity people are bringing to this competition both here and with those already submitted.
The Kobold Schemer comes up with new schemes for the League of E.V.I.L., while the Pupil of the Moon can potentially be reborn multiple times if you can keep it alive long enough to play a spell after it first dies.
Feedback time:
DavnanKillder: There's a good idea here with M.U.R.L.O.C., but (1) it'll probably be pretty hard to take advantage of the overkill with only 2 Attack and (2) I think the flavor is confused by trying to make it both a Mech and a Murloc, I'd find new art and stick to Murloc. Sand Shark has too little health to take advantage of the overkill Adaptation, and I think the Enchanted Shotgun is too wordy.
BloodMefist: I like Magnetron, I think the pricing is fair and the effect encourages build-around.
Anchorm4n: Zevrad is decent, but Spell Scribe isn't valid since Dormant has been used in 4 different sets (although I do like the implementation of it).
DestroyerR: I like it, the infinite Spellburst is offset by the work it takes to reset it.
Wailor: I actually like the Spook-o-Raptor, I like that the later you play it the more powerful it becomes. I would recommend buffing the health to 3 and maybe a new name (may I suggest Terrordactyl or Tyrannoscarus?)
linkblade91: This guy is very scary, especially since you can get him up to 4 Soul Fragments for 1 Mana in DH. Either limit it to Warlock or reduce the amount of initial Fragments to 1.
Demonxz95. Not too flashy but a good effect and fits the flavor, I like it (but maybe switch the set to GA which actually had Reborn).

Ok
The issue here is that the line between what a "mechanic" is and is not can get kinda blurry. For instance, I would've said "Dormant for 2 turns" or "Stealth for 1 turn" are expansion-specific mechanics, even if both Dormant and Stealth are not. If it's not an unreasonable amount of work to do, I'd probably suggest making an extensive list of what is considered a mechanic. But again, it might be too much work.

Zevrad seems prety good, but Sleepy's a amazing design to me and I think can be a 2-cost minion, since she will go dormant for two turns for each spell, sadly, Dormant now is DQ =(.

Liked both cards, like you said, this competition level is great. The idea of Kobold Schemer to me is the best, but I believe Scheme is not a Keyword, so I dont know if it's legal =(.

Here is my first idea. It may be a bit too similar to SN1P-SN4P, but hopefully it is different enough.
I might make it an epic, depending on what people think. I am also thinking of giving it to Hunter.
Feedback:
linkblade91, I think the Spellburst effect is a bit extreme given how easy it is to shuffle 4+ Soul Fragments, and how much healing that would get you. Not to mention the fact that you could do it twice with a second copy of the card.
Wailor, I really like it, It is slightly sub-par when played alone, moderate when you play 2, and it can create a powerful board when you play all 3. I might reduce the cost to 2 mana, but that may be a bit too little.
BloodMefist, I don't think it needs Corrupt, but without it it doesn't fit the prompt. I would reduce the cost by 1 or increase the damage by 1 to justify having an extra clause on the card. Doctor Magnetron seems, for lack of a better word, unnecessary. For just 5 mana you can summon a copy of anything you want, this is 4 mana with extra steps and restrictions to summon a copy of something with a slight buff, and this is 1 rarity higher.
DestroyerR, I like the flavor, but in practice I don't think she is likely to survive more than a single round. This is the problem with most inspire cards, you can only trigger it once per turn and using your hero power can be expensive. I would give it 4/5 stars.
anchorm4n, Very nice flavor, and you did a very good job of weaving the abilities together to make them all work together well. I give you 5 stars, probably my favorite card so far. I like Zevrad, Big Demon Hunter is something that has gotten a few cards, but has never really worked. Getting a strong pro-active rush minion + a big demon will be very useful for the deck. I don't really have anything to criticize.
Hordaki, Kobold Schemer is an interesting design, but it will be tricky to get more than 1 scheme off of it, and spending 4 mana just to get a random card seems very bad. Especially since schemes aren't really going to be worth much until a few turns later. Pupil of the Moon is a very solid card (no pun intended). It is balanced, strong, and looks like a fun card to play.
ChickyChick, I think spare part and lackey are good for set-specific keywords. Though the razorpetal seems kind of irrelevant. I would make it 1 mana and remove the razorpetal.
DavnanKillder, I like Sandy Shark since it is pretty simple and straight-forward, while also having a very strong design. I am not a big fan of Enchanted Gun since it just a cheaper Arcanite Reaper with an extra Overkill ability. And the pistol seems out of place for Hearthstone. M.U.R.L.O.C. Prototype is not a bad card, but I think Sandy Shark is better in just about every way, design-wise.

My question is: are Lackeys a set-specific mechanic? I mean, they are surely not evergreen, but they are used in three expansions. Also, are Razorpetals a mechanic that counts?

Lackeys are like Twinspell on that regard, and if Twinspell is allowed I don’t see why Lackeys wouldn’t. About the Razorpetals, I’m pretty confident it’s allowed since it’s very clearly something used only in Un'goro

New version which tries to correct the main issues the previous iteration had: bad art and being weak.
I gave it a 3/2 statline because it's what raptors tend to have (Bloodfen Raptor, Crackling Razormaw, Mark of the Loa), but it might be a bit over the top right now.
I would've like to use the puns Hordaki sugested, but again, given the artwork depicts a Raptor, neither of them fit :C

Just a small nitpick: I know this competition kinda breaks watermark limits and whatnot, but given your card combines keywords from the Year of the Dragon, I think it should really have a Galakrond's Awakening watermark.

About your feedback, I didn't give the Beast tag to my previous iteration because it's a ghost (see Spectral Spider or how they changed Witchwood Grizzly's artwork just to be consistent). The current art definetly needs a Beast tag, however.

The idea with my card in terms of flavor is that you have all of these Microbots swarming together, growing and adapting to survive in their environment, like in Big Hero 6. Sadly, I couldn't find any artwork that illustrated that.
Flavor aside, is the card good from a mechanical standpoint? Or should I just come up with a new idea altogether?

FieselFitz: Your idea is decent enough but not very exciting.
DavnanKillder: Your new idea is pretty cool, too. Really hard to decide between the two of them… I probably prefer Sand Shark because it feels more inventive. You're missing those little strikes above the es in protégé, though. That said, I really like the Murloc Mech art. The other two cards are better, but you should make sure to save this piece for future competitions.
Wailor: Much better art. The card is quite strong now, but I think it's okay. Cool idea!
KANSAS: Since you brought up the similarity to SN1P-SN4P yourself, there are several issues I can see here. I would order the keywords like in SN1P-SN4P's text box, so Magnetic first followed by Echo. Those two are separated by a comma, not a period. Finally, the name is already taken by SN1P-SN4P's token and I for one would give you one less star for this. All that said, it feels kinda off to me to adapt a Mech. The adapt flavor translates as something natural to me that happens to Beasts or Elementals. It just doesn't feel right on a Mech. All in all I'm not a fan, I'm sorry. I hope you can work with my reasoning if nothing else.

Hordaki: I prefer Pupil of the Moon. It's a cool card and quite strong in the right deck. I don't mind that it has an already existing big brother in the game.
BloodMefist: I'm a sucker for Hunter, Mechs and Deathrattles so this is a very interesting card in my eyes. The one thing that feels a bit off is that the duplicate effect is triggered by Spellburst. Bomb Toss is a thing, but Mechs and magic just don't go together well imho. Sadly I'm not sure how to fix this.

I've been dealing with a family Covid situation, on top of it being Christmas week, so while I've poked my head in on occasion I haven't made the time to sit down and provide feedback until now; sorry about that.
FieselFitz - You have a weird space under the text: I think you left a line-break in there. While you didn't break any rules or anything this time around, I will say that the card is a bit on the boring side :/
Wailor - The Raptor has +1 Attack over Pterrordax Hatchling, but it's a class card so this is understandable. That being said it might be too good anyway because Echo cards are generally not so mana-efficient. You're kind of stuck in a corner because you want to keep the 3/2 statline, but increasing the cost would lose you an Echo proc and make it kind of sucky.
KANSAS - Would Microbot even work as intended? Or would magnetizing the minion keep the Battlecry from activating (because it didn't hit the table on its own)? I can give the benefit of the doubt, but there are no Magnetic minions with Battlecries, so it's hard to say how that interaction would function. Beyond that, while I like the general idea of it, giving Adapt to a non-Beast is kind of iffy, given what Adapt is supposed to mean.
DavnanKillder - I like Sand Shark the most, but it is now blatantly better than Rabid Worgen. It needs Health to survive the trade, but it needs Attack to utilize the Overkill. I guess I would increase the cost.
ChickyChick - I would argue Lackeys are not set-specific, given we got new ones throughout the Year of the Dragon, but you're still good-to-go with Spare Parts and Razorpetals. Just need to say "Add a random*…"
Hordaki - I like Pupil of the Moon, although the art doesn't really line up with the name in my opinion.
BloodMefist - I love that art; was thinking about using it myself before I came up with the Soul Fragment idea. I would consider dropping a point off Attack, if that would help make it seem less scary.
anchorm4n - Dormant is out, but I like Zevrad more anyway. Don't have much to criticize, personally.
DestroyerR - I like Awestruck Apprentice: she's got good flavor. That being said, she's not likely to live long, which makes her slow gameplay pattern a problem. Can we reasonably say she'll ever live long enough to draw two cards, statted as she is? Maybe late in the game, but then you're messing around with a 2/3 when you could be doing other, more impactful things.
Demonxz95 - No additional notes. I think it's good to go.

Alright, after some feedback I have decided to scrap my old card and come up with something completely new. I might look for better art in the future. If any of you have something better I would love to see it.

BloodMefist - I know you've already submitted, but I love Doctor Magnetron, so I can picture you'll do pretty well.
DavnanKillder - Sand Shark was definitely the way to go. Hope you do well.
Hordaki - I'm going to give the unpopular opinion and say that I actually prefer Kobold Schemer only because it seems more practical and easier to use.
ChickyChick - I quite like this, so I think you're good to go.
KANSAS - I think the idea here is decent enough, but there are some problems that some of the other people pointed out.
Wailor - I definitely think this iteration is better than the previous one. The 3/2 statline might be one statpoint too many, but I understand wanting to keep it for flavor purposes, so I can't put it past you to keep it.
FieselFitz - I think a 1-mana Echo card is kinda dangerous, especially like this. Unstable Evolution is only fine because it doesn't have Aggro potential.

Btw I found a problem using Hearthcard.net to make dual class cards (show one class forever), anyone has the solution?
