Sure, they're not completely equal effects. But both switch a random card by one mana at the same phase of the turn. One, if you get the coin flip, pulls a card/combo one turn early, the other pushes a card/combo a turn later. Seems fair to compare them.
In the past we would have "50% chance to reduce the cost" and it would have been terrible. This is a better use of the 50% chance and I like it.
EDIT: I though it was increasing the mana reduction (like, once increasing it now reduce by 2) but its not, its increasing the cost... pfouahahah as bad as the old 50% cards from the past then.
Its weird, because the risk and rewards are basically at polar opposites to one another.
Unfortunately, this is a card more for streamers to scream about to their fans. Far as competitive is concerned, it can easily give you a massive advantage on top of being a soft taunt, or it can make you curse at your screen and destroy your keyboard.
I like how the one ogre head is manhandling his other though.
Nobody wants to increase the cost of their cards in hand. The chance to have it decrease will not be worth it. Won't be played.
Maybe it would have been playable if it always decreased one card and increased another card every turn. Then you would be sure to get one card to play ahead of curve and you could play the other card on a later turn when mana is less tight. Even with that change, I think it would need to be a 3/4.
I'm not sure if this will be viable, but the flavour is 5/5
