On the most recent episode of The BG Roundtable podcast, eight of Hearthstone's highest ranked Battlegrounds players took part in a lengthy discussion on which of Battleground's heroes were the best - and worst! The episode featured the following streamers (All links go to their Twitter accounts).
On the 4 hour episode, everyone took part in a discussion on each of the heroes and gave them a finalized ranking on a tier list. Here's what they came up with:

Remember though, not every hero is going to work out perfectly in every situation possible so if you want to make the best out your time in Battlegrounds, you'll want to play a wide variety of heroes to get to know them better and you could definitely learn a thing or two by watching some of the higher ranked players play (like the ones we linked to at the top of this article).

Jaraxxus is pretty garbage, but I think C’thun is not considered a good pick because while he is able to get consistent top 4s, he can get blown out easily by a lot of different heroes, especially the S-tier ones which can abuse tokens and easily get 3-4 six drops by like turn 7
Least Tamsin doesn't terrorize every game mode. Think there should be a disclaimer for the tier list saying this is for your top 1% of players tier list. Blizzard has it's own tier listing with the armor system, so many heroes won't match

Why the hell c'thun in F hes one of most op in long game
Couple surprises here for me.
Barov being S tier is a surprise. He's good if you know what everyone has and their relative power level, but a whiff can be devastating, compared to some of the "always beneficial" hero powers. Maybe at high MMR the playstyles are more cookie cutter and therefore easier to read.
Ysera only being A tier and not S tier is another shocker. The build it strives for is great and consistent, but maybe that makes playing around it easier, or easier enough to drop it a tier?
I think their reasoning was the opposite of that. Ysera has too high variance with the highest 1st place rate (25%) and one of the highest 8th place rate (22%). (You can see it at 3:18:57 of their video.)
