Its a better but less consistent Siamat, and that card only ever saw play in highlander decks
In other words, I dont think this card will make it. Just imagine the amount of bs cards you have to play just for this card to be good. Even in pally, where menagerie builds are possible this card cant fit because of racist discrimination against neutral cards.
Its best fit is highlander, the land where anything stands a chance for a call up.
Fun addition to Wild Menagerie Warrior which has gotten quite some support over the last year (Mistake and Hookfist-3000 being the most recent examples). It's probably still too fair to be considered meta relevant, but if you get out a Ringmaster's Baton early, things can get spicy.

Last menagerie card I remember using was Ringmaster Whatley. No idea what classes would be using such an archetype this time around.
Maybe good if you occasionally discover it, but I doubt you can realistically play this in an actual deck built around it.
I would play it in Paladin, but someone thought making the Purator and Pure Paladin-only card was a good idea.
I tried having fun once.
It was awful.
Managerie warrior legendary got put into neutral. It's alright i guess, nice reward for playing a lot of different tribes.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
Siamat for menagerie, but Siamat only really saw play in slower/highlander decks. Not sure if aggressive lower curve menagerie decks will actually want to play this.
