This past weekend during the excitement that was BlizzCon, Mike Donais let it be known on reddit that the plan is to bring back Tyrande this year.
Mike stated that she would be given away for free. We don't have any other information on how she is going to be available, but this is very exciting for all the people who were ineligible for the Twitch Prime promotion that originally brought Tyrande to the game.

I got it even though my country (Croatia) also wasn’t included. I think only 7-8 countries were included in that promotion. I got it by asking some random American guy on Twitch who watched Counter-Strike to give me his Hearthstone code (for Tyrande) and he had no problem doing so since he doesn’t play Heartstone at all. That was the only way to obtain her if your country wasn’t in promotion.

Yeah, which is a total bummer for such a main character in Warcraft lore (if we think he basically invented Azerothian Paladins, including Uther).
