Reasonable body to affect the board and tutors a card. Fair, but not op.
'Worse Town Crier' is right in my view.
Yes, it's a body which can actually accomplish something later into the game, but that analysis misses the deck context. Town Crier in Warrior is specifically slotting into the 1-drop slot which is otherwise solely the domain of Eternium Rover. It gives Warrior a consistent 1-drop on 1, which is very valuable at combatting aggro - important for a deck with a strong late-game.
By contrast, this card - despite having a better body than Town Crier - is a 3-drop trying to fit into Hunter, the class with arguably the most loaded 3-drop slot in Hearthstone (and has held this title for almost the entire history of HS, with only Priest competing for a while when Talonpriest etc. were around). Hunter doesn't have a lot of pure Rush minions, and this is competing for a slot against Eaglehorn Bow, Animal Companion, Masked Contender, Hunter's Pack, etc. etc.
It's not a BAD card, but I can't honestly say I'd even run it in Highlander hunter because of the amount of competition it has in its slot. If some kind of weird new rush-centric Hunter archetype emerges then it'll be very strong in that, of course, but right now it's nowhere near as good as a lot of you seem to think it is.
It is better because it has rush you just deal 4 damage to a minion

Very nice card that combines removal with targeted draw. Arguably better than Town Crier as it maintains its utility as removal even when it has nothing else to draw. Crier falls off really fast after turn 1 and usually becomes a dead draw in the late stages of the game.
it can also draw its other copy, boosting it's overall consistency

Worse? It has rush itself with 4 attack and it's a beast, how is it worse other than being more than 1 mana?
Hunter got some really nice cards this xpac!
Blizzard kinda wants us to play rush hunter, at least as a subarchetype in some decks. This, Clear the Way (and maybe the last hunter card) are supporting it, they are mediocre cards alone, but i dont think building a deck around it would be possible.
Basically a removal on a stick, with strong upside (draw).
Compare with [Hearthstone Card (shadowbolt) Not Found]: only downside are taunt minions.

A 3-drop with Rush and 4 attack that can thin your deck by drawing another Rush minion? This has a lot of potential for basically any Hunter deck. I'd actually argue that this card is better than Town Crier as even if it's the last Rush minion in your deck, it can still effectively clear a minion for its cost. Town Crier is a very good card, but always a feelsbadman when you top deck it after drawing all your Rush minions.
What type of hunter does this go in though? I agree with your analysis of the card, just feels strange in any hunter deck.
Quest Hunter and Highlander Hunter play a few rush minions. I could see this fitting in well with either deck. It's worth noting that before the Doom in the Tomb event, Highlander Hunter was Tier 1 and Quest Hunter was Tier 2, so it's very probable this card could be meta-relevant.
This expansion is looking fluffier by every card reveal.
