It looks a pretty tame effect for a legendary, but upon realising she can attack on your opponent's turn if they kill her, which I cannot recall happening with any other card, it does have some uniqueness to it. It also signals deathrattle synergy in rogue, which may change the assessment a bit.
Now that's a creative way to circumvent the weakness of Stealth minions to AOE. The fact that you can't buff the token before it attacks (board buff auras aside) also prevents abusal. I'm bad at evaluating the strenth of cards, but this is certainly great design!

Seems balanced and heavily relies on good 3 mana weapons if you're going for tempo. I doubt ppl would run Fiery War Axe just for the sake of this card. All we can hope for is a good 2 drop when running Livewire Lance or Ancharrr

This can either be good or just flop. Playing this on curve does allow to stof taunt your opponent, but it reduces the potential consistency of the Spellburst effect. And not many classes can wipe a lot of boards on turn 10 alongside Kel AND benefit from him. The only that come to my mind are him + Soul Mirror or - surprisingly - Starfall in Quest Druid. Sometimes Rolling Fireball. Playing him on curve is a mild play and you could've done better, but the Cost makes it hard to use the effect in one turn.
However, I assume he summons plain copies of them, so if you finish off high-health minions, you can summon big lads.
I wonder how Kel would work with Puzzle Box.
Also, maybe in Wild with Deathspeaker to actually ensure Kel sticks when the spell ends? Obviously harder to find fitting spells to have the ensurance policy effect work, but Wild is used to stuff like Emperor Thaurissan.
Oh, and a fun interaction with BEEEES!!!! Kill one unit, summon it and all the dead bees.
Overall, a good card, but extremely niche. He's handcuffed by his Cost and how Spellburst works. He can definitely screw up stuff like DH and Spell Druid later on, though.
I think Rogue's only (viable) weapons thus far are Waggle Pick and [Hearthstone Card (Hooke Scimitar) Not Found], and both of those enforce a tempo playstyle that simply doesn't exist; Galakrond is also probably just better unless we get some really strong tempo oriented cards, which is entirely possible. As for Warrior, I don't think this will see play in the Egg lists because it can only ever summon a 2 drop and there isn't really a slot or the card anyways. As for Pirate, they also run the 2 attack weapons, but some lists do run a copy or two of Arcanite Reaper, but I doubt this would be played just for that. So in conclusion, not excited about this card unless we see a lot of really cool weapons or weapon synergies, and considering we still have about more than 100 cards in the set, it looks like Warrior/Rogue will lean towards some weapon-y tempo deck.
Yea it's logical that it should work also if the spell kills the minion with spell damage, but specifically Soul Mirror is a different case I would say - this spell doesn't really destroy any minions, it just summons minions and then they attack each other, so if minion dies as a result, I don't think it should be summoned

Yeah, true that, but (3) for 4 is pretty poor in general.
This one has a good upside that makes the card infinitely better, yet I'm not sure we're going to see this card as a 2x in meta decks.
