I was going to write a rebuttal, but you covered pretty much everything I was going to say bar one point (kudos).
The one additional point: It's a 6-drop. LoR has far more impactful minions at the 5+ cost than other card games relative to the power of lower cost minions - just look at Avarosan Hearthguard as an example. It's very powerful at doing its one particular thing, but so are a bunch of other cards. Just because the one thing it is doing happened to burn you recently is no reason to think it overpowered.
I've been burned more than once recently by two variations of a deck centered around 3 Battering Rams. While, no, they don't have deck-wide impact - they do create immense pressure around them considering how much Health they have and that their +4/+0 gain every time they attack is ludicrous, especially having Overwhelm.
At the moment the only counters to Battering Ram are Noxian Guillotine (if damaged), Vengeance or Ruination. Two of which are... also Noxus based.
I agree that a growing 4/12 with no handicaps is probably overstated for 6 mana (its more than double Darius' health for the same mana cost!), but I'll disagree with this "only counters" bit. Demacia has Detain and Purify. Freljord has She Who Wanders and frostbite into either Winter's Breadth or Rimfang Wolf. Ionia has stuns, recalls, and Death Mark. Shadow Isles has Vengeance, Ruination, and Rhasa the Sunderer (not sure which of those you thought were Noxus). Noxus has damage + Noxian Guillotine that you mentioned plus Culling Strike if you get it off the same turn and Reckoning if you get it before the next attack. P/Z is really the only region that doesn't have a viable answer unless you count Thermogenic Beam (I don't); they have small burst damage like Get Excited and Mystic Shot but its not great against a fat body.
I will grant that Shadow Isle's control tools feel was more powerful than any of the other regions right now, but they are trying to make each region feel like it has unique solutions to solve problems and I really respect that.
You're correct, there are a few more counters that I was originally acknowledging, a few are also very niche though.
Also, it doesn't stop at 4/12. Battering Ram will continue to get +4/+0 *every* time it attacks. It quickly goes to 8/12, 12/12, 16/12 etc. and it has Overwhelm... lol
So far I've quite enjoyed the Runeterra draft format and I've enjoyed various ones out of Magic, but Hearthstone's Arena has never had a large appeal to me so I definitely understand the non-enjoyment factor :D

Nah, that sounds pretty normal to me! Expeditions are great fun that isn't the usual constructed netdeck hell, so getting in for free at least once a week is awesome.
Possibly weird, but I'll be wanting to get the token as a minimum every week - not for the rewards, but simply because I enjoy Expedition more than constructed right now and want to get it to be 'free-to-play' ASAP each week.

@Oldmansanns - If I were designing Kog he'd probably be a low-cost, low-stats champion (I'm thinking 3 mana 3/1 right now, with the 1 health symbolising the typical League strategy of dogpiling the Kog every fight), with Last Breath: I strike anything (symbolising his passive). He'd have a secondary effect which embodies the Living Artillery - specifically something which triggers while he's on the bench, to symbolise the range advantage. Maybe whenever an ally strikes an enemy follower, I deal 1 damage to it. The level up effect would make him a 4/2 and give him +1 damage on the Living Artillery effect. Having written that and reflected, however, I suspect I'm cramming too much into that package...
@GerritDeMan - If Veigar doesn't have infinite scaling, he's not Veigar :P I think he'd get +1 spell damage each time you kill an enemy minion with a spell? Also, if Bandle City is going to be a region (and it should be), Teemo's going to need re-badging... Also, I don't think Jhin would care much about deaths since that's not a major aspect of his character (he's more about the deaths he causes than deaths in general like someone like Thresh is) - you'd be more likely to see a lot of effects themed around the number 4.
Personally, I'd like to see some of the weirder champion designs become cards because I'm curious how the devs would actually create them. Singed, for one, Aphelios for another, Aurelion Sol, Yuumi, Tahm Kench... Oh, and I'd like to see Kindred as well, because I adore their flavour even if I don't care for them in-game.

Maybe he could increase the damage of your spells by 1, with his level up requirement being to deal a certain amount of damage with spells, and his leveled up form would give you more additional spell damage .
Jhin (Region = Ionia): Definitely has to interact with other units dying in some way or another.
Sion (Region = Noxus): Could have the same level up requirement as Tryndamere, or at least have a last breath effect.
I would also love to see additional regions be added to the game, especially the void because it has some awesome champions. And I wonder if they will ever add post-Thresh-lantern-Senna to the game as a champion, since she is already present as a follower.
Not sure how much easier or harder it'll be to do this from here on out. There's a lot more time to do it in future weeks, but I don't have those tutorials for easy XP grinding.
More AoE? Is there anything besides Hellfire? It's not good a good card in this meta except against Odd Paladin. Mabye put in a Spellbreaker to Silence their Flying Machine for Golakka Crawler.
I've scored 2 - 1 vs Mech Pala and 2 - 0 vs Odd Paladin. Sure Mech Pala can highroll while you got nothing, but that's just how card games work.

In general: the champions' Level Up effects are instantaneous--i.e., "faster than burst".
I already figured as much, but thanks for explaining it in detail. I have experienced a weird situation at least twice where my Braum leveled up in combat and immediately summoned a Mighty Poro. No idea what was up with that; I can say for sure it wasn't an enemy with Doube Strike.
Given how I was a passionate Janna main during my time playing League of Legends, I'd naturally love for her to be included in the game. I can't really picture a fitting ability for her, though... Maybe a global heal when she's attacking or blocking along with 3 damaged allies?
Regarding your Lissandra, I think it's a pretty neat design idea. However, I'm a bit concerned about introducing the concept of "adjacent" units into Runeterra. My experience with the same mechanic in Hearthstone is a bad one: Either I take twice as long whenever I want to play an ally, taking into account any possible cards my opponent's regions offer that are affected by my unit order; or I just sigh, ignore it all, and possibly get screwed over when my opponent later takes advantage of my units' positioning.
Of course, this is assuming Riot would actually implement the option of placing a played ally where I want to (whereas currently, it's always added to the right of your existing bench).
