Building off of this, "scales" are a series of rigid plates on the body of a fish or reptile (which Murlocs resemble).
In addition to that, a "scale" can also be a device to measure the weight of an object, or to compare the weight of one object to another. If an object on one side is heavier than an object on the other side, the scale will "tip" towards the side of the heavier object. The idiom "tip the scales" refers to such a situation like this, as the events "tipped" towards one side, so to speak.
In the context of this card, the name "tip the scales" references the idiom, while also alluding to both of the above definitions of the word "scale" at the same time.
Would the effect trigger even if two of the copies are silenced? Play the card and hope it doesn't die, then play Unsleeping Soul on it and drop another copy. Now you have 3 copies but two of it are silenced.
If it does work, will it still do 15 damage or just 5 from the unsilenced one?
The unsilenced one would activate as even if the other two are Silenced, they're still considered "on the board", however only the unsilenced one would trigger its ability and as a result, only 5 damage would be done
At first glance, it seems pretty weak, and while it may still be, I enjoy the design of this card. It's a card intended for those with an experimental mind. There are quite a few copy effects in Hearthstone as is.
One other thing to take in mind is that if they're printing this, they're most likely also printing cards to support this. Emperor Wraps (the Reward from Making Mummies) is one such card from this set to support this already).
There's very much a weird "10" thing going on with Mage. Raid the Sky Temple requires you to cast 10 spells, then you get a Hero Power. Puzzle Box of Yogg-Saron casts 10 spells, and now this card deals 10 damage. I reckon this is supposed to be a callback to Timepiece of Horror, one of the "powerful artifacts" from the original LoE set.
Just came to realisation you can make Malygos Chronomancer work. At first, play Malygos and Path ToNowhere. Wait until your next turn. Then, cast Chronomantic Arrowsonto the enemy hero, play Done Thatafter casting at least two Arrows and keep spamming until the enemy hero is dead.
Not gonna lie, that sounds really neat. The big problem I see with that is that Malygos + Path to Nowhere is a 10 mana combo that does nothing on the turn you play it, so you better hope you've got a clear board or some cost-reduction effects to make that work. If you DO get that to work though, oh boy is that fun. I'm not much of a deckbuilder, but I'm tempted to give it a try for this.
Something I wanted people to do was use their brain and think of some crazy combos to pull off, and you've got the right idea.

It shuffles more cards into your deck, so you have more cards to draw for Supreme Archaeology, which in turn allows you to benefit from Tome of Origination more as you have more cards in your deck. The downside of this though is that the Hero Power might end up being wasted on one of the Imps.

I do however quite like the changes to Infest, Forbidden Ancient, and Ancient Harbinger.
