Well that's the thing - we're given a free legendary.

But aside from niche legendary effects for all intensive purposes it's a below common rarity with no dust value you can only put one of in your deck.

Usually I leave my arena runs on 2 losses for a free ticket for expansion launch, but this time that hasn't happened.

Did they decide to add SA to arena but not reset the arena runs?
