As many others have said, this will be very good against minion-light combo decks (especially most versions of [card]mecha'thun[/card]). If you can pull out the combo minion, opponent just loses.
Would also fit really well in a deck that is mostly spells. It doesn't say your hand has to be empty, just has to have no minions.
It would work amazingly well as a turn 10 play with [card]Power of Creation[/card] to summon 4 copies of a 6-cost minion. Could even end up with [card]cairne bloodhoof[/card] ... times 4. I think that would be pretty impactful.
I feel like this legendary is most intended to be played on turn 10, along with [card]Power of Creation[/card] to fill your board with 4 copies of a 6-cost minion (ideally, Cairne).
