Hearthstone Dev Superstars Chadd Nervig & Alec Dawson were talking about the Shaman legendary, Instructor Fireheart, on Twitter. They mentioned how the card was one of the last ones designed and the complex situation surrounding card generation.

It's a complex situation. The concerns with the amount of card generation in the current live meta are primarily aimed at a couple classes, and we've been careful not to give those decks much more in Scholomance. And in those cases, it's primarily stressed due to repeated value. (Chadd Nervig)

Kind of, but different. Fireheart plays out something more like Solarian Prime. All those spells are cast at once; only 1 card sticks around.

This is the fair version of puzzlebox. Played att 10 mana and the effects are capped at 10 mana. But then also less random bc discover instead of totally random.
I'm glad they were willing to say something on this. I appreciate it only leaves you with +1 card in hand, but at the same time shaman is a jack-of-all-trades class so it cannot be difficult to find an effects for legendaries that don't arguably violate class weaknesses.
To me it is less about the card itself and more about trusting the class identities to hold, because they ensure each class has weaknesses that you can target if you want to beat them. As soon as those weaknesses are filled in or made so minor as to not matter, you get games where one player feels like there was nothing they could do to win even if they tweak their deck to improve their odds, and that really sucks.
Shaman is shit now that is why it got printed

Most likely an early hint at Human Shamans coming to WoW.
From what they said in one of their posts. The class weakness identity, are stuff mainly from the classic/basic sets, if memory serves. They stated at one point, they wanted to have them specified so they could on occasion break out of the mold and do something different.
