If you're relying on it for exactly one hero power, you're playing it wrong.
If you're putting it in your deck to win games, you're playing Hearthstone wrong.

I make meme decks too but the goal is still to win...This card doesn't even look fun, just bad.

Why is this an epic though? It's pretty much a meme card and making it an epic makes people tempted to disenchant it.
I think this is very playable. You get two uses of any hero power for 1 mana. This can act as a lite version of Claw, Mind Blast, Rapid Fire, Lost in the Jungle, Flash Heal, Kobold Hermit, Backfire, or Iron Hide. Not all of those cards are great, but when you get to discover which one you want and divide it up over 2 turns the flexibility makes it very useful.
Meme cards are often relegated to epics so that the stuff people are most likely to get is also the most likely to be playable in a variety of decks.

This may be my favorite card from the expansion, and I don't even play rogue.

I don't know, I don't see it being played outside a weird "inspired" deck.
It probably won't be used competitively, but it's worth remembering that while the rogue hero power is really good, it is also actively detrimental if you have a proper weapon equipped and usually weak in the late game when you don't have the health to spare using it for removal. So rogue is definitely a class that would happily swap out its hero power for any other one sometimes.
but is that really worth a card slot?
In the absence of hero power synergy I very much doubt it, but it is really not as far off as it might seem. The value of using a hero power twice varies, but it summing to 1 mana is about right in most cases.
If you were to play Grizzled Wizard then this, would your opponent get the hero power for 2 mana or 0? And would it switch back for them after 2 uses?
I mean I like it, but what does it actually do that makes it worth running?
At best you can get Hunter or Warlock in aggro Rogue, or ocasionally Warrior and Priest to heal up, but there is 0 hero power synergy in Rogue...and if there was it would have to be pretty nuts to justify running with just one support card.
May not be good except maybe to draw cards or ping past a taunt, but i love everything about it!
