I'm a big fan of Teemo, but I'd make always cast the Secret regardless, since the "Trap" thing seems a bit arbitrary. I'd also bump his cost to 3 if you go with this change.
Both versions of Heimerdinger seem too complicated for my taste.

Teemo, has the issue of having heavy Bomb synergy outside of the Year of the Dragon, which I'm not a big fan of.
The Warlock version of Nautilus has a nice idea behind it, but I'd make him summon the minions instead of adding them to their hand (and make it cost a little more, perhaps). Right now, he doesn't seem worthy of the Legendary status (see Soulwarden).
The Neutral version of Nautilus is very, very cool. It's definetly my favorite of your cards and I think it has a shot of winning the comp (at least in my eyes, which might not be the best since I'm not familiar with Runaterra).

Gaining random keywords feels a bit weird to me, but I guess that's what makes the card worth of the Legendary status.
Also, the effect feels more like a Rogue card than like a Neutral one, but I don't know if the character would fit the class.

Ashe and the Jarvan IV that has the Prime thingy are both good. I'd say I prefer the latter, since Ashe's effect doesn't feel as Legendary.
If you go with Jarvan IV with the Prime thingy, make sure to put the effect in the same line as the rest of the text to make it less small (same format as Fishy Flyer, for instance).
If you decide to go with Ashe, I'd zoom in her artwork, so that the mountain doesn't appear. The current zooming doesn't give enough emphasis to the character.

Nice card, especially for a newcommer. I'd probably change the condition to "if all other minions are damaged". Sure, it loses a bit of flavor, but the wording feels more natural for Hearthstone. That said, the card could go as is.

I really like the effect, it's quite original. My main issue is that it is not clear if the attacking minion regains its former attack after attacking Taric. If it doesn't, I'd change its text to "Whenever a minion attacks this, set its Attack to 1". Finally, I feel it's a bit busted right now, so I'd change his stats to 3/5.

Yup, it's a bit too much. The main issue is that people who aren't familiar with Runaterra (like myself) won't know what the Emperor's deck is, so we won't be able to judge properly. I'd change the final condition to something else. What about summoning the Legendaries you used to upgrade both forms? Dunno.
About formatting, the upgrade text should be in italics (see Lesser Emerald Spellstone) and the Sand Charger shouldn't have the word Charge bolded (not sure how to fix this).
Damn it. All three of my daily quests could be cleared by playing three Priest games, and I was looking forward to doing it quickly in a Brawl. Instead, we get one where everyone has to play Rogue.
OP - I understand the sentiment underlying your suggestion and tried to argue a long time ago for a "Free Play" mode that gave you no Gold (now Experience) and couldn't progress Quests so the only reason to play was for pure enjoyment. Of course trolls and folks wanting a self-esteem boost would still bring meta decks there, but the idea was to increase the chance of running into a homebrew as even tanking your MMR in the current Casual system just leads to mostly facing less-than-optimal aggro decks (from my experience).
That was a long way of saying that I'm someone who agrees with your mission, but I'm not sure this is my favorite way of achieving it. In particular, going into this mode I really wouldn't want to play someone else's deck so it'd feel bad to lose the coinflip and I might concede until I get mine which isn't ideal for the mode. You also have the awkwardness of the originator being at a pretty big advantage going into the mirror because they know what's coming and how to navigate it (update - didn't see the part where you mentioned having a decklist on the side which I like, though as a mobile player I'm curious how that'd look on the screen). Icyfoe88 also brings up the point of trolls forcing you into playing a meta deck which, to me, is even worse than the current Casual system. However, I could see match-making prioritizing matching you with someone whose deck has a similar winrate in Casual or something like that.
Personally, I'd just like to see them test out options for allowing homebrewers to play each other and would be curious to see your system in action. Additional systems that come to mind could be:
A simple change of allowing players to click a box that says "I'm playing a homebrew" in Casual and then splitting the matchmaking up into 2 pools using current Player MMR in each pool. Obviously there would be people exploiting this system to troll or farm wins, but I'd like to see how rampant that problem would be and whether it'd still be an improvement over the current system (which is really the goal). Allegedly, many people play meta decks in Casual to learn how to navigate those decks so they should prefer not to match homebrews as stomping a meme deck teaches you nothing about whether you're ladder-ready.
The other thing I'd like to see them experiment with is some form of Deck MMR matchmaking like I mentioned earlier. My thinking is that they currently have data on something like the played winrate of certain cards or groups of cards because the updated auto-complete deck algorithm pulls from this to give you the most competitive build from your collection. So why not experiment with matching players based on the percentage of cards in their deck that are NOT included on the list of meta options they're internally monitoring? I'm envisioning a 2-step matching process where first players are put in buckets according to the % of their deck that's off-meta, and then players are matched within buckets according to the current Player MMR system which reflects their general skill at navigating any type of deck, off-meta or otherwise.
You obviously wouldn't want to subject the entire playbase to these experiments in Casual, but a self-selected "Casual Labs" mode or something could attract willing particiants like myself. And before people crap all over these ideas, I'm clearly not a game developer so I have no idea how hard these things would be to implement and whether the player population is large enough to accommodate more modes. It's also been a long time since I thought about this issue so these are more half-baked ideas in pursuit of fun discussion rather than serious requests that I feel strongly about.

I know that some people play only BG and they are happy about that. That should not be changed. But if they don't play ranked then they can reroll this into sth. which isn't ranked quest. But as non BG-player you can't avoid BG quests! Why are BG rerolls not rerolled into non-BG-quests?
yeah i wouldnt try poison rogue not to mention is basically a buff weapon ignore everything else and go face. i mean they even run cloack of shadows just so that they keep ignoring the match and keep going face, like its the most basic of aggro, in comparison face hunter takes a bit more skill to it at times
It is worth saying that you can take a deck that works, then switch out a few cards to change its direction to better suit the player's preferences. It comes at a cost to win rate, but you normally still do OK because the core of the deck is sound, and it can make a deck much more enjoyable to play.
In the case of poison rogue, the simple fact they don't usually run Apothecary Helbrim shows there's scope for a slower version that doesn't just smorc. With Paralytic Poison around there's plenty of potential for weapons to be used primarily for removal, you just have to make a deck that wants to do that.

I would recommend the spell-less version of pirate warrior (avoids OMY and secret mage issues). I had a 70+% WR to legend with it over 35 games. Absolutely steam rolls mage (both secret and APM).
The new 4 mana weapon is great draw and very good into other aggressive decks in the meta (murloc shaman, pwar mirror, secret mage). Two corsair caches is very 'meh' in a meta where you need to kill the opponent by turn 5-6.

This event is an invitational, meaning Blizzard is free to invite anyone it thinks might be relevant. It is an advertising and marketing event to promote the game, so reputation and popularity of the participants is what's important.
