Your suggestion would fundamentally change how that mechanic works, it wouldnt be a small change. They would have to redo pretty much every card and adjust or completely remove some.
Im not saying the mechanic as you suggest couldnt exist, but it would work very differently.
Burst spells definitely give the game more depth if anything, for example attacking isnt as straightforward, a lot of things can happen besides what you see on the board, which brings up more thought into the play.
But yes, i wont say that it does not have a feel-bad moments, it definitely does, tho i do think that it is a good mechanic for the game itself.
I've found Quest Warlock to be strong lately. I really feel like I have a chance in every matchup. Plus, the highroll potential is massive. If you get a zero cost Malygos, then the game is pretty much in the bag.
And most importantly, it's a super fun deck!
I made the Legend climb with Secret Rogue before the Shadowjeweler Hanar nerf, but I've been steadily climbing with Quest Lock since then.
In my only case of Legend climb attempt (few minutes ago), it was in Wild, which is possibly easier.
But I made it by taking a deck that proved strong to me (Discolock) and tuned it against the meta I was expecting and actually encountering: in Wild it was full of board&weapon Aggro, so I went for Freeze package (3 cards, not just 1), and it worked really well.
So maybe trying to tech against the meta may help. I don't know how to counter Standard higher meta, or if it is possible at all, but the principle should be of some help.
PS: and yes, as og0 suggested, you need the right state of mind: get rid of expectations, you already reached a great result. Anything that comes now from D4 and on should be taken as a gift. Just play at your best and try to laugh at your bad luck when it happens. Legend rank is a side effect.
Trying to counter the meta you find? Admirable, but mistaken.
Each time i do that, like either changing decks or tech some cards in like silence or oozes, those opponents are gone and only appear like 2 times out of 20 when before it was like 8 or more times.
I hear ppl saying this ALL THE TIME, and it really triggers me cause it just feels like they are playing a different game than me. Like for real give me your account so that i can play against the decks that im ready to face.
Like all those streamers and their youtube videos like "pick this deck and farm the X deck" and im like "bro each time i do that those decks become a rarity to face". Like for real whats the secret behind tech or deck countering and actually facing them? cause i dont know what it is.
I played elusives a bit after patch 1.0, before I got cards from new expansion, and my opinion is: they are not bad, but definitely not top tier. May be good for the beginning, especially as deck is rather easy to learn, but at some point you will have to choose something else to climb further (or meta will shift to their favor or they'll get buffs, who knows ¯\_(ツ)_/¯?).
List given by OldManSanns is okay, I played a very similar one. Some Rising Tides cards may be taken into consideration, but I didn't analyze it deeply.
I can also say that reaching Legend in Wild is easier... and definitely more fun. Often in Standard I hate that the matches tend to be polarised - you know the outcome of a game from the start and that could extra tilt you, thus making you not play like you believe you'll win. While there are some similarities in Wild, for me personally, it's not the same.
For Standard I believe that you should definitely use the best deck that you can afford. Then tech it. This is the key for me - be aware of the meta. You can check also the decklist here:

Overall, I'd say Grimstone your best card. He's quite simple, but he really feels like one of those old Adventure legendaries. I'd make him cost 4, though.
Magic Mirror has a novel effect and is flavourful, but in my eyes, the star voting system tends to favour conservative designs.
Tad, the Fisher is quite cool, but you should give it at least 1 Attack. A Battlecry minion with no Attack is just a spell xD

Both Heigan and The Black King have clever effects, but they seem a bit too complex.
Thaddock the Thief is fine, but her effect doesn't seem unique enough to justify her Legendary rarity. Maybe if you add something like choosing the actual "Identified" card? Not sure how to word it, though.

Sazin is way too OP. Unless your opponent has Silence, you'll always have something on the board once you play it.

I decided to scrap all other ideas (except maybe toomba or Vesh) and instead make one for my favorite boss and battleground hero. Although I don't really love my design for him.
After learning that maybe immediately sending an idea and not listening to potential feedback got a toll on me, it's time to reveal some of my ideas.
Sazin is a good Big Shaman enabler and can combo well with Muckmorpher. Zaraam adds a bit more disruption to Thief Priest decks, as their cards that you stole are now more expensive for your opponent - for example, if you get a copy of Ysera, Unleashed, your opponent's original copy will now cost (1) more, wherever it is. Glack is a support for Poisonous and adds a Burrowing Scorpid to your hand, although that can be changed.

None of the keywords you mention match LoR English keywords, so I am going to assume you're translating from another language and that "Unassailable" means elusives (examples: Shadow Assassin, Greenglade Duo) and "protector" means champions (examples: Zed, Elise).
Elusive decks are still good, but not as powerful as before the Rising Tides expansion. Most popular elusive decks run only Zed for champion and look like the below. However I will caution you: don't feel like you need to follow the meta in LoR like for other card games. Riot is working hard to make every archetype viable, so the difference between meta and off-meta is not as extreme as you would expect here.
Nice idea, I have felt like LoR has been missing custom card creation. I think it’s perfectly valid to make non-LoL champions into LoR champions, since LoR is outpacing LoL in terms of champion creation, so it’ll become an inevitability at once point anyway.

Lol, Freeze Shaman! Shamans don't really have the Freeze cards to make this work, although you can say this about absolutely every Freeze Shaman card.
Out of your other 2 cards, I prefer your Nefarian although I think I tend to gravitate towards realistic cards and less so towards flashy ones.

The Mute is pretty nice. Xol the Unscathed has a cool ability, although it seems probably too weak.

I actually thought of making the 4 Plague Lords as cards too, hence why I have Xatma. I should note however that Priest's Plague is Death, and Rogue's Plague is Madness, therefore it would be more appropriate for their classes if Xatma was Priest and K'zrath was Rogue.
Out of all your cards, I'd say Xatma is probably my favorite. Vesh has strange wording, K'zrath doesn't really make sense for the set it's in, and Icarax seems way too overpowered.

I like Whirt's effect, although I think "from the past" is a bit of an overused mechanic in custom cards. Ranger Ah'ra I think manages to "strike" everything to me and it doesn't feel too broken despite its strong, permanent effect.

As far as I'm aware, you don't directly fight Harth Stonebrew, so I'd say no, it doesn't count (although I'm an FC mod *sad face*). The effect is flavorful, although I don't think the card should lose stats for it. Like Prince Malchezaar, the effect is actually often a drawback since it will put bad cards into your deck that you don't want to draw and makes it less likely for you to draw your good cards that you put into your deck on purpose. Start of Game also did not exist as a mechanic in Classic.

Illidara for me personally. Simple, yet creative and elegant. Alda has some really cool deckbuilding potential, and Hesutu has a cool effect that utilizes Windfury in an interesting way, but it might be a bit too… weird for me.

Well one of your cards does have a token, so you can still screw it up if you decide to go with Waxrider Toggwaggle, which I say that you should since I think its effect is cooler. Magistrix is alright, but it doesn't need to specify "Mage Secret" since it's already a Mage card itself. I think it's fine if you let other Secret classes who get a hand of it Discover their own Secrets.

The wording of Saurfang is a bit weird, but I see what you're doing. I fear however that a vast majority of matchups, it will just be a 4 mana 4/2 that saved you a little bit of Health from 1 swing. Warriors also have Armor, so the Immune effect isn't necessarily needed for the class. You also forgot to put a rarity on Lord Marrowgar, but otherwise, the effect is pretty good.

I was initially concerned by Seriona's effect, but then I look at Mass Dispel and realize that it's probably okay. I do also prefer it to your other 3 cards.

Kizi's effect is a really cool way to represent her flavor. I can't really say how good the effect is, but it seems stronger than Lillian Voss anyway. When I look at Ethereal Peddler, I'm almost willing to say it could have one extra stat, although Kizi doesn't require the cards to be burgled first.
The Trapped Room has a cool effect, although it doesn't make sense flavorwise for it to be a minion. Not really that keen on the other 3. I got a decent chuckle out of Infinite Toki.

Hey, I have played a lot of dragon Hunter the last two months and I have to say it's a powerful deck. That being said, a deck can be good but the way you play it is the most important factor. Dragonbane is one of the most powerful cards, so kudos for crafting it, but you gotta know when to play it. In fact, every card in the deck should have different uses considering your current matchup, and you have to learn that one mulligan ain't good enough for everything. You have to learn what works best against every other deck, and have to take risks; don't keep a well-rounded card, sometimes you don't even keep good cards in the mulligan 'cause you need the best cards. Sure, nerf to Ingenuity happened, and although I think it wasn't called for, the deck still is great, especially since DH also got hit. I always run against a lot of DH in the meta, and this deck has several ways to beat, but you gotta find out those ways yourself since many plays you can learn, but others you have to judge yourself. For example, I'm a main control deck player (what's that nowadays, right?), so I mostly want to kill everything, but with dragon Hunter you have to know when to take risks, like take a bit of damage to then swing the board with Explosive and then just go face and race it.
You may be having trouble against some decks, sure Priest and Rogues are annoying but you can beat them, if you learn what are your outs and play to your strength, that means sometimes to put yourself in the position that you win if you draw that one card, 'cause you will probably lose if you don't draw it. You can even beat Warrior, for sure.
I certainly recommend you play with the deck you feel most comfortable but focus on getting good with the deck, not on winning. And one more thing: I realized that cutting one boar for Zixor wins a lot of matchups, especially against DH, if you have the dust for it.

Taskmaster Maru is too strong in a class that generated 20+ lackeys.
Thaddock is a bit too good of a reload for 4 mana.

You have to learn what works best against every other deck, and have to take risks; don't keep a well-rounded card, sometimes you don't even keep good cards in the mulligan 'cause you need the best cards. Sure, nerf to Ingenuity happened, and although I think it wasn't called for, the deck still is great, especially since DH also got hit. I always run against a lot of DH in the meta, and this deck has several ways to beat, but you gotta find out those ways yourself since many plays you can learn, but others you have to judge yourself. For example, I'm a main control deck player (what's that nowadays, right?), so I mostly want to kill everything, but with dragon Hunter you have to know when to take risks, like take a bit of damage to then swing the board with Explosive and then just go face and race it.
You may be having trouble against some decks, sure Priest and Rogues are annoying but you can beat them, if you learn what are your outs and play to your strength, that means sometimes to put yourself in the position that you win if you draw that one card, 'cause you will probably lose if you don't draw it. You can even beat Warrior, for sure.
I certainly recommend you play with the deck you feel most comfortable but focus on getting good with the deck, not on winning. And one more thing: I realized that cutting one boar for Zixor wins a lot of matchups, especially against DH, if you have the dust for it.

Toomba will shuffle a random dungeon run treasure into your deck pretty powerful but also might end up with something rather useless.
Maru can be bounced to give a Tekahn like effect or you could just make your lackeys 2/2s.
Thaddock lets you get copies of minions either to play or just to have in hand to complete your quests.
And I just kinda liked Experiment 3C lorewise so I decided to shove him in to have all the dungeon runs as a card.
