Not only is it RNG but even the positive effect (payoff) is so poor. This will never see play outside of arena.
The way I understand this is there is 50% chance to discount a single card in your hand by 1 and a 50% chance to increase a single card in your hand by 1. So effect is already bad and you attach it to a below baseline vanilla body.

Utter trash, even the positive outcome might be useless as you can't target it, while the negative outcome is devastating. And in exchange you get... worse than vanilla stats? Should be at least a 4/4.
This card is terrible. The effect washes itself out statistically, but in the moment having that extra mana tax can be devastating. Is there any chance that it carries the restriction of not being able to increase past 10? This will be awful coming off the randomly generated three drop effects that are in the game now.
Unfortunately, common sense isn't as common as it should be.

When I first read this, I thought it meant 50% chance to reduce the cost by MORE than one (the way some spells upgrade in hand, like Schemes). That would have made it a great card. But with the chance to increase the cost of your cards, no way. The only thing this could possibly be good for is to help Priests play cards of certain costs for the new Questline, but even then, it's random what will happen.

Even if there wasn't the chance of increasing the cost of your cards, this would still be mediocre at best. Reducing the cost of a single random card in your hand by 1 isn't enough to do anything with.
If they were at 2 Mana, I could see the argument for risking the Mana increase for a discount. As is, 1 star, they have a mediocre body, and combo decks aren't going to risk dealing with them.

I love the flavour, but will not see any play in constructed.
Atleast is a funny packfiller with a trolden potential when is summoned with cards like Serpentshrine Portal.

Its an ogre card. Not since Ogre Brute has any of them actually seen ranked play. This one will continue that trend.
