I have some pieces of the deck, but the fully fledged list would still cost me around 10k (maybe I'm exaggerating, but I see myself missing so much stuff). However, if Raza the Chained will be reverted and if Reno Priest will be strong, I think I'll face that cost and craft all I'm missing.
After all, and this is true folks, 2017's Highlander Priest was the deck that made me start playing the game regularly. Unfortunately, back in the day I wasn't able to craft the whole list, but this time I have the means and I could actually do it. Pew pew.
Currently you need to open 30 packs from the most recent expansion to get all of the perks of the battlegrounds beta. Thats not very hard to do being f2p at all. Maybe they will add more perks for higher amount of packs purchased.

I firmly disagree with some of your predictions: The Caverns Below should be let there as it is right now and 4 mana Necrium Apothecary is totally crazy, even in Wild.

Year of the Dragon - Sludge Slurper or one card from the Shaman Galakrond's package
Too bad I kept both my Twisting Nethers for that exact situation and set up lethal right after this whole mess with a 0 mana Deathwing, Mad Aspect on an empty board.
Needless to say, after the match I got a friend request wishing me cancer and my mother to die. Oh man, when your opponent feels the urge to friend you to insult you it means that you really played well or that you highrolled pretty hard: it's one of the best feelings this game has given me, hands down.
If mage is going to be even more bonkers (even when Galaxy spell gets rotated...my all time favorite) then I will be very happy indeed.
I guess Mage will have to change the deckbuilding approach after the rotation.
Right now the only playable list is Highlander, with lots of high costed minions and very few spells. All works around mana chasing effects like Luna's Pocket Galaxy, Dragoncaster and Tortollan Pilgrim.
Since you won't be able to change 1-cost minions anymore, I expect to see a more spell focused list with a different game plan.
Robotic 2 made the trick for me: it's a combination between Mechs, Murlocs and Silver Hand stuff. I was even able to pull off V-07-TR-0N one game without too much set up.
There's a big difference between "possible" and "not guaranteed": I'm (or rather, Blizzard is not) saying that you can't find Legendaries in the fist 10 packs, but that they're not guaranteed.

With the whole hero power package being even costed (Dragonbane and Phase Stalker, as well as all the secret), I'm not sure putting Lesser Emerald Spellstone to 5 mana would be a buff...

My opponent manages to empty his deck and play back to back Ysera, Unleashed into Flobbidinous Floop as Ysera, Unleashed into a third Ysera, Unleashed generated by Emerald Explorer.

You don't remember it because it was a stealth change made together with the patch that allowed Wild packs to be purchasable with Gold.
Considering that the 10 packs pity timer rule has been removed for Wild packs, this bundle is much less interesting than it was a year (or so) ago.
