I feel like it is a dangerous precedent to add cheap tutors like that mine card into the game. I think what was keeping a lot of OTK at bay was the fact they could not consistently draw their combo pieces. Ignite mage would not exist in the meta if weren't for Sandbinder and Witchwood Piper.
With cards like Vaadner, new iterations of frost nova, battleground announcer, and that snow giant dude, it seems like big decks are being pushed very hard. Vanish would remove the reduction from Vadneer so if Rogue sees play then I imagine this would too.
If you feel like a lucky individual this is a good card to run. Otherwise, I think this is mediocre. I think the best comparison would be Tiamat from SoU, but with added flexibility and the drawback of randomness.
We are already in a standard (and wild!) meta where Warlock cheats out giants and wins with battleground announcer. This is on par with everything else so far, and may not even see play because that is all it is.
I would agree if this were any other game, but in Hearthstone cards are designed in such a way that the first way you understand a card is typically how it works. It has been ages since I have played a dormant card but I imagine that is a good comparison.
Edit: Or the cards that switched stats in Witchwood; if they worked exactly how they read you would never actually be able to play them in their switched form.
The issue with Vanndar Stormpike in wild is that Pirate Warrior can summon 7/7 worth of stats on turn 1 and none of the cards printed so far has been balanced around that. At least, none of the spells I can find.
I think the mana cap increase will rarely every be relevant. Besides, if you wanted to play a lot of big cards why would you not just play Celestial Alignment? If you were going to run this card it would be for the battlecry and the drawing part of the hero power.
I just assumed it was going to be the 6th because that is win the current battlepass ends. I assume it would be on another day but Mercs has thrown the schedule off of everything.
I personally think the differencce between Jaina and any other portrait is that you see Jaina before all the others. She is the postergirl of HS and it makes sense for her to dress more modestly to draw in bigger crowd.

I think this is better without a demon tag. A big DH would love to play Pit Commander but would not love their PIt Commander to summon this.

It only counts your turns. This card specifically states at the end of your turn.
I don't think is a terrible card. It is a neutral version of Baited Shot.

HS makes over $400 Million a year. It has always had a presence on Twitch and Youtube. Why is it all of a sudden dying now?
