I don't think it needs to fit into a specific archetype or deck - it's a value generator for any Mage deck that plans to play very late into the game and doesn't want to run out of resources. The problem is that over the course of the Year of the Dragon, Mage has consistently had stronger things to do thanks to various broken interactions with Luna's Pocket Galaxy and Conjurer's Calling.
With the former rotating out and the latter nerfed (both literally in terms of cost and figuratively with the Hall-of-Faming of Mountain Giant), there's a lot more room for a more traditional win condition of out-valuing your opponent. There are enough synergies with spell-casting in Mage that having access to lots of bonus spells will be good - it's just a question of how many spells is good enough.
Quick point regarding the question of starting with one less card - access to Questing Explorer, Licensed Adventurer, and Sky Gen'ral Kragg can make up for this initial setback.
Kael'thas Sunstrider with couple of Sorcerer's Apprentice in his harem and then hope that Evocation generates enough cheap spells
and then what exactly? There'S only one spell in Standard that summons minions and there's only 3 spells that deal direct damage. Everything else is freeze or removal so this 4-card combo only makes sense if there'S something to remove on the board...in which case, why don't you just put removal in your deck?
well you can freeze your own apprentices with ray of frost... pretty common scenario... also yeah you pretty much keep this combo for hail mary when opponent has board and you ran out of answers...
But you know there will be streamer highlights of this exact scenario, empty hand, generating 3 Pyroblasts and a bunch of cheap things they play for little to no mana, with Kael turning the Pyros to 0 mana if they play one every third spell. Or even a Pyro or two and some Fireballs. While rare it could occur, and people have the right to dream don't they?!

Better solarium if you think about it. One card quest mage? Maybe if you're lucky enough. I can see it in a super value mage deck, where you fill your deck with value and not worry about the mage quest and then at the end when your hand is empty you play this and get the quest reward. Seems interesting. Bad, but interesting
The card that this reminds me the most of is The Soularium, which draws three cards and discards them at end of turn.
You can get much more than three cards from Evocation, with the offset being that they are random Mage spells, instead of planned synergistic spells. But then again, you're basically drawing anywhere from one to ten random cards that you wouldn't have had access to before. And if you discard them--I mean, no harm, no foul, they weren't yours in the first place.
And with a well-timed Mana Cyclone and a Sorcerer's Apprentice or two, you can get a lot of permanent value out of this card. (Maybe even... a randomly generated Evocation?) Could be pretty good!

It's interesting, to say the least. You can play it if you are out of answers and need one immediately, as well as it not causing hand size issues. Don't know how strong that'll be though.

you know, at some point it's getting a bit annoying that all Mage is apparently allowed to do is just throw random spells around.
It gets even more annoying when they keep using the legendary slot for it

The discard part is problematic.
I can't find proper use for this card.
Face damage? Board freeze? Minion generation? Card draw? Seems like it could be pretty beneficial as a 10-mana cast.
My guess is helping complete both quests and adding random value to synergize with Astromancer Solarian.
