In Wild in a dedicated Mech deck or with Dr. Boom, Mad Genius, this might not be bad. Water Elemental stats are hard to take down in one shot, giving you usually 4 parts at least and once you're Dr. Boom all the golems you get have rush. Plus getting a free golem at the start of your turn makes a good magnetic target for your Rushers or otherwise. A free +2/+1 on a Zilliax ain't too bad.
Obviously there's no deck currently that plays a mech gameplan or even relies on Dr. Boom in some major way so this card's desperate for a home somewhere. But in isolation this isn't bad. It just needs a place to shine as a solid midrange dude.
Golem parts somehow reminds me of the soul fragment mechanic. Expecting a huge Legendary.
We already know the Warrior Legendary: Lothar. So it could be only the Questline.
I don't see any kind of deck this would fit into. The pay-off is rather slow, so it wouldn't fit in an aggressive deck, but summoning 2/1 minions doesn't seem all that useful in a control deck and the initial minion doesn't have taunt or rush.
In a deck where you damage your own minions, you could trigger its ability more often, but then on turns when the 2/1 get summoned you either cannot activate frenzy or you throw away your reward.
I think this card's value comes from giving you an opportunity to potentially refill your board after using your mass removal. Just three procs of this minion's effect gives you up to six 2/1s to summons, and you will summon two on average.
Sadly, there is a lack of self-damaging cards as of right now in Standard, but still some, and some to be potentially revealed. Also note that is just has to take damage, so even if it instantly takes >=6 damage, it still shuffles two minions into your deck.
Ok, it has at least some synergy with provoke to assure it procs more than once or twice... But who ever thought: "I'd like a number of 2/1s in my deck!" This is missing some "Golem Parts" payoff card which we may not have seen yet. Given the current knowledge it's 0/5 stars.

Kinda bad honestly. Why its a warrior card is beyond me. Had it just summon the 2/1 immediately after taking damage it would have at least serve some niche. So a couple of 2/1s will be coming out any given time, but without rush or taunt its not likely to do much anyway.
Maybe the quest is to summon mechs, which will explain this bizarre design decision. We'll find out during the big release then.
