Not quite. It says refresh Mana Crystals, so it won't allow you to go above your current max mana. That's to say, you can't play a 7 mana card on turn 5. Only play a 5 mana card, then refresh 2 crystals and play a 2 mana card.
In Cyclone Mage you could look at it as giving you an Elemental Evocation. In that scenario they would essentially do the same thing. In Wild you could also hold two of these in your hand, essentially use them to make Sorcerer's Apprentice free (play Apprentice > Biscuit), and then drop Archmage Antonidas into double Molten Reflection. I know there are a billion ways to get this combo off in Wild, but this is just another way without using Emperor Thaurissan.

you are right didn't notice it. still seems pretty good to have the option of 2 extra mana when you want

Depends on the cost of mana biscuits, but will most likely be very strong.
