Rally! - Priest/Paladin Spell

Priest has access to Fairground Fool, which makes a very strong resurrection target, though decks that run Fool might be a bit light on 1 and 2 drops. Since Rally is also a spell, Palm Reading can make it cheaper to make value turns easier. There might be space for some Tempo Priest shenanigans, but it seems bleak considering other classes just do it so much better.
On Paladin's end, the resurrect pool is a bit less spicy. [Hearthstone Card (Murgur Murgurgurgle) Not Found], Shotbot, and Goody Two-Shields are some notable resurrect hits that can be very annoying for the opponent to deal with. There might be some janky Dragon combos withRedscale Dragontamer and Dragonrider Talritha or some spammy Secret deck with Commander Rhyssa that could try to use this, but Paladin already has many strong cards to contend with. More likely to be used in Tempo or Midrange scenarios than Priest, but still a bit tricky to use.
Saddlemaster - Hunter Minion

Sparkjoy Cheat - Rogue Secret-Synergy Minion

But this card seems to be pretty good because it gives you a lot. Getting a "free" Secret and a cantrip is quite good on top of being a 3/3 for a 3. If you consider the cost of 2 mana for Rogue Secrets, it's basically a 1 mana 3/3 that draws a card, which is obviously quite broken. This isn't quite like that though, it's a bit weaker than just a plain 1 mana 3/3 that draws a card, but it's still very strong. Probably an auto-include in Secret Rogue.
One weird thing about the card is that it anti-synergizes with Shadowjeweler Hanar because playing a Secret from Sparkjoy Cheat won't trigger Hanar and won't give you a Secret to Discover.
Shenanigans - Rogue Secret

Aside from the memes or being your prime chance to get back at those evil Tickatus Warlocks should you win the draw lottery, it fits the theme of Rogue Secrets being somewhat quirky. There is potential for evil disruption and causing many frustrations, in the eternal spirit of Hearthstone; and it's not going to be that simple to play around while checking for all possible conditions. But you still have to give up a card just to randomly nullify one on the opposing side, and they might not end up drawing more than one in a turn for quite a while.
So while it probably won't see much serious play in main Secret Rogue builds, Shadowjeweler Hanar is a thing. Just as any spell generations. If you are facing a Combo or a Control deck with a win condition consisting of several cards (hey, C'Thun, the Shattered), you just might get lucky. Bananas!
Spiked Wheel - Warrior Weapon

My immediate point of comparison was Bladed Gauntlet. I think this is a far better card, costing less and being easier to turn on, as well as being able to go face if you need to. The only advantage to Bladed Gauntlet is serving as pseudo removal in more long game decks that generate a ton of Armor, but that's a specific and niche use that Warrior simply has better cards to cover, like Coerce or Shield Slam.
To see the real power of Spiked Wheel, think back to cards that have a similar Attack boosting mechanic. Spirit Claws is a very powerful example with a similarly simple activation condition - while random from their Hero Power, Spell Damage was easy to come by for a Shaman and Armor is no different for a Warrior. Having less durability and no inherent Attack by itself isn't great, but Warrior does have good Weapon synergies and Pirate support which this card will love.

Is this card trash or does it spark joy?
Already starting to wonder if they end up nerfing Shenanigans to transform the third card drawn a turn. If it seems crazy broken I'm assuming that is the change it will receive. Also, if it is played in every Rogue deck, SI:7 Infiltrator may finally see some play. At least in decks that have combos or specific minions for their win condition (ex: Tickatus, or C'Thun, the Shattered pieces)

Rally! - The next card to get a nerf. Not because of priest, but because of paladin. Well done team5.
Saddlemaster - After what happened to Whirlkick Master I'm predisposed to give this a chance. But then again this is hunter we're talking about. There's got to be better reasons to play beast hunter other than this card
Sparkjoy Cheat - Unless aggro secret rogue is a thing, this will not be. Then again, its still a 1 mana 3/3 on 3 with a secret up. Too bad rogue secrets don't tend to protect their minions all that well. Might actually bring back Bamboozle as the number 1 most annoying secret to deal with. Outside of that, its not really all that good.
Shenanigans - Another pure evil card, and not surprisingly its rogue's. There's just no counter play to this other than don't draw cards every turn. And since there's cards that do nothing else, like Far Sight and Insight, this cards just like "nope, you ain't drawing shit." and bricking those cards in hand. Nice.
Spiked Wheel might find better use on rotation. Currently, there's just nothing that will take either Wrenchcalibur or Ancharrr's spot away
Shenanigans is gonna hurt, a lot.
Whoever made Shenanigans deserves a nut-kick. Literally have to sacrifice a card, also without knowing which. Play around it, yeah, sure, play one card a turn, might as well concede :P Better to "play around" than i originally thought, my bad, still awful to play against.
I'm confused as to why HS devs continue to print these types of cards. First Tickatus and Oh my Yogg, now shenanigans. It doesn't make sense when you remember them taking away mill rogue/coldlight oracle because it was "unfun to burn cards" and yet they turn around and print all these cards to screw with your opponent.
It's certainly disruptive on paper, but I wonder if it's going to properly take off. Oh My Yogg did not do that well, after all. And you can try to time that one to snipe some crucial spell, at least. Granted, Paladin does not have such Secret support in Standard.
But for competitive viability, Rogues tend to prefer more immediate effects - be it with Tricks, Plagiarize, Ambush or even Bamboozle. There will be many many games where something relatively meaningless goes banana way, and its impact won't be felt. Not all decks also run efficient draw engines.
I was very strongly against Tickatus in the thread calling for its nerf earlier, so I go into this answer trying to carefully sidestep hypocrisy. Here goes...
I think it is always a question of scale, i.e. how many cards are you disrupting? Oh My Yogg!, Counterspell, Gnomeferatu, Dirty Rat etc. all hit 1 card meaning they can do some work, but they only disrupt a very small fraction of the opponent's deck. That both means they won't hit a vital card most games, and they give the opponent opportunities to adapt to losing a single card.
The issue with [Hearthstone Card (Tackatus) Not Found] and Coldlight Oracle being bounced and multiplied is that they hit LOTS of cards, meaning they don't disrupt the opponent's plan so much as completely destroy it. There is very little you can so to compensate for losing a third of your deck, meaning the only viable solution is to kill them fast enough that it doesn't matter, which is fine from a balance point of view but it blocks off entire archetypes.
So in practice the two approaches are really very different: single card disruptions tend to be an annoyance for every deck but are rarely completely crippling, while large-scale deck destruction does nothing to aggro but completely negates control. Beyond that, everyone is entitled to their own opinions on these cards. I personally like the smaller ones but loathe the larger ones, because I like to be able to adapt during a game rather than when choosing a deck.

No. I am saying HoFing Coldlight Oracle because burning lots of cards is unfun, was perfectly consistent with continuing to print small-scale disruption cards.
I agree with you regarding Tickatus being printed, but that is about it.

So, let me get this clear, if Scavenger's Ingenuity is cast, it'll turn the beast into banana? and the 1st minion Jepetto Joybuzz draw turns into a banana too? it seems OP.
For this kind of secrets, I really hope there's some tech card to support countering secrets too.
