Tars, the french pro player, made a vid on his YouTube channel with a deck that cost 0 dust : only basic and initiate cards you don't even need to bu a single pack.
In his vid he's playing it a 1k legend or so, so it's decent.

I think this is awesome. Not all people are paying for cards, a lot of FTP. So having help with budget decks helps a lot.
Pro tip: Save all your gold between expansions. I always get around 85 packs of a new expansion like this for free :-)
I always spend all my gold on release day for the new packs and then don't buy anything until the release of the next expansion.
Oh I do. This last time I was able to get almost 90 packs.

The only issue is (probably same as you) that you don't have enough spare dust to craft all missing legendaries. I guess that's just how it is :-/
