Better Spellbreaker, and that already saw play quite a bit. I bet this tech card will see play often in control decks considering paladin got handbuff/divine shield stuff, DH still has Deathrattles & Etc.

a 6/10 taunt is really good, but the problem is that plenty of classes have either ways to negate the taunt OR the ability to burst you down regardless, since your <15 health. It seems really good but im not sure if its good enough.
The only deck that might run it is probably questline warlock, because that deck is probably close to 15 health a lot of the time. Not only that but Hooked Reaver used to see a lot of play, and that was a 4 mana 7/7 with taunt.

Actually an amazing minion. In standard it might not be the greatest minion but it probably sees play in N'Zoth, God of the Deep decks.
And in wild.... oh man...
Its a demon so prepare for this to see play in nearly every renolock AND cubelock deck. Also this probably sees play in Big Warrior and Big Paladin. Not only that but i feel like Big priest is probably also going to play around with it. Now instead of being annoyed by their minions deathrattles killing your minions, you can get annoyed by seeing them gain more and more armor...

Seems bad but it does have a lot going for it. Maybe useful in this taunt druid archetype? Also it might fit into handlock just so they get a full hand faster. Seems interesting honestly, but im not sure how well its going to perform.

Seems like solid handlock support. Not sure how soon you can get it out, but probably soon enough. It also has rush, so it has immediate impact. Maybe some control priest decks also run it? They often have plenty of cards in hand because of generation. Of course thats assuming control priest will still excist next expansion, which im guessing is a big fat NO.

Actually this seems better than i first expected. Its good when there are a bunch of spell-heavy decks in the meta, and it just seems like a must include in a bunch of Questline Hunter decks, just so they can try get some more damaging spells. Also it gives spells FROM ANY CLASS, which makes it so much better. Also it fits perfectly in burgle rogue decks. Great card.
In standard it seems good as a "comeback" kinda card for aggro. Which they will only need if control ever gets good again, which i doubt as long as for example: Shaman can do like 16+ dmg just with Doomhammer RELIABLY in 1 turn. (often turn 6)
In wild its probably just a meme card or something.

Alright prediction: Even if its absolute garbage, people will still be playing this questline in 1-2 years from now. Why? Because it has amazing flavor and fun. Basicly the same reason that Unite the Murlocs sees play to this day. Yes Unite the Murlocs is not that good of a deck, but people just enjoy playing it a lot, and so will people enjoy playing Raid the Docks.
Okay lets look at the rewards, Raid the Docks 1st reward is drawing a weapon, which is just nice in standard. And in wild you can use it to tutor out Ancharrr. And Cap'n Rokara can be bounced in order to summon multiple The Juggernauts.
Speaking about The Juggernaut, this just seems like a dream card for pirate warrior. Shooting cannons, summoning pirates and attacking with random weapons. It's just so flavorfull and just... fun. Personally i'm not someone that likes aggresive decks/strategies. BUT Raid the Docks just seems too fun and flavorful, i gotta try that deck out regardless of how good/bad it is.

As a BIG warrior enjoyer i can safely say that this is absolute GARBAGE. Actually not just garbage, HOT GARBAGE.
It's way too expansive. Sure you can kill it off easely, but do you really want to play a 6/2 with no immediate board impact? Not only that but there is no way to discount/get it out earlier. Well not only that but in standard, do you want it to get summoned from Commencement? Well NO. it ruins the Commencement pool AND if you pull it you payed 1 more mana for basicly nothing. Cowardly Grunt might have been semi-playable if it was 5 mana, or actually had taunt or rush. 6 mana 6/2 rush + this effect would have been amazing.

INCREDIBLE card. Perfect fit in both pirate warrior with questline and in control warriors. Any warrior deck that uses N'Zoth, God of the Deep will use Cargo Guard as their pirate.
Also this can get randomly summoned from The Juggernaut.
And in wild it probably sees play in ODD Warrior as well. That actually quite unfortunate. :C
Better Piloted Shredder, probably will see play. I rather take -1 atk and a 3 drop above +1 atk and a 2 drop.
At least it sees play in Deathrattle DH, and maybe rogue?

Better Evolved Kobold but its still a pack filler.
Worse Fungalmancer, just an arena card.
Seems like a solid finisher for aggro decks. Giving minions windfury is very strong and some kind of aggro deck will make use of it.
And in wild i think some warlock deck might use it, so they can give a minion windfury after casing 2-4x Power Overwhelming on a minion.

Worse Giggling Inventor, wont see play. Honestly if the taunts had attack it would have had at least some potential, but nah its just bad.

Seems too slow. Nice to see dormant come back, but still its too slow for aggro decks, which are the decks that probably want it.

Hmm might see play. Reminds me a bit about Zola the Gorgon, but random. There probably will be some kind of combo that uses this card.

Seems very good as some kind of late game card for aggro decks. Run out of tempo against control? Play Lady Prestor and get dragons. Reminder: Draconic Studies often sees play because dragons in standard just have insanely good effects. Often you dont even care about the stats. Just imagine 1-2 mana Ysera the Dreamer or Alexstrasza the Life-Binders. Or even other dragons like Plagued Protodrake, Runaway Blackwing and Onyxia the Broodmother.
