Targon's main problem for me is it's versatility, The region have access to buffs, debuffs, protection, removal, healing. I know It's not the only versatile region, Ionia is also versatile but it's units tend to be lackluster stats wise, a weakness not shared by Targon. Not to mention that they also have both overwhelm and elusive units so we can add good finishers to the list.
There are so many cards that could use a buff, here are some that I would like to see personally :
Do this one even need an explanation? We have Iterative Improvement it has the same cost but with better speed the ability to target any follower on the field and a bonus +1/+1.
This has the potential to be a good control/removal option for noxus but those stats are just way too low for it's cost.
3 mana just to grant a unit challenger is a bad deal, it should also give a stat boost.
I do think that this could go back to 3 health, I mean we do have Sparklefly which have similar stats while being much cheaper. Or maybe don't and just nerf Sparkfly.
Why? tho, Sion wasn't the one who killed Jarvan 3.
From the look of it, he synergies with both scouts and elites. I like it.
Looks pretty good to me even without reaching his level 3, a 8/8 overwhelm is a strong finisher.

So this basically a Hush that give you a -4 instead taking away your buffs.
I think that focus is burst speed that cant be played in combat or in reaction, like gems or Riven's blade fragments.

And all these attack reduction will make Shurima a great counter to Lee Sin/Targon decks.

My guess is that ascendant champions will have an exclusive level 3.

Not a fan of the new icons if I am being honest, they look like some one put a sticker on the card.
