Riot rarely reverts buffs/nerfs/reworks.. they prefer to try other approaches I think he could be 5 mana 4/4 quick attack if he turns out to be too toxic... well seeing as it's Yasuo it's already toxic by existing :D.
Yes, if there is a "barrier recruiter" or a barrier tutor it matters, and yes it's worse when summoned and not played you are right, it's a slight nerf.. not that people were playing it with the harrowing anyway.
Well the Frenzied Skitterer nerf seems not impactful to me (power is way more important than toughness in fearsome decks and this just makes it die to avalance or mystic shot)
The Brightsteel Formation nerf is small but meaningful since p&z can now kill it with their big creature burn spell as response and that it triggers 1 less barrier for shen
The Katarina buff is interesting but i doubt it will make her much better on her own but i could see Ezreal decks now considering to play her
The Yasuo buff actually does not change too much since he was above 3 health when he leveled anyways and thats what matters (for Brittle Steel)
The Vanguard Bannerman nerf was to prodictable and wont reduce the power of the card too much it just has to be played along with 3 units instead of 2 to be worth it and thats fine
However it is sad to see that Riot wants to keep Iceborn Legacy as it is. It only finds a home in that scribe meme deck that you cant call consistant or ranked viable imo
Isnt Brightsteel Formation just a design clean-up rather than a nerf? I believe "give all allies" includes itself, so it will come with a Barrier regardless. You can tell by the new text on Vanguard Bannerman that will say "grant other allies" to exclude itself.

Win rate is not everything, IIRC lee sin always have a sub 50% win rate and it doesn't make him a bad champion, it's strong in the right hands..
In league win rate doesn't mean much, just like in HS as well you can even in the data in HSreplay see that some decks have low win rate but see a build with 55% win rate listed.. my point is that some builds of the champion might have low win rate but other builds are superior and give her better win rate..
I think skull will be nerfed again, the card is still too much.. they should've kept it at 5 but reduce the mana cheating to 1. or nerf it to 7... it's essentially wand.
anthen is probably a dead card now it's way too slow, they straight up killed the card this way.
eye beam is fair it's Penance with 1 mana discount when outcast but 1 mana more expensive when not, called this nerf and seems logical.
Warblades I think are more in line now.. not havving 3 turns of attack triggers is important.. since there aren't many ways to upgrade durability in the class (only captain greenskin..)
Still a class that runs a deck of 90% class cards is not really a good design.. neutral cards should complement the deck and not be a mistake to play..
Also I will mention it every time, Twin Slice should cost 1, the card is too much tempo AND flexibility AND attack triggers for free... it's too good.

Sejuani is really strong, also she does so well with ashe.. seems like you can't really attack against freljord decks.. so much for scouts.

it's hard to level her up but it makes sense.
Stormclaw ursine is a token so we don't know what summons it.. probably a spell..
Ruthless raider is so good with buffs, which freljord has a few, can fit into a weird demacia + freljord deck.
fury of the north is quite a potent battle trick it's kind of like Riposte in most cases, even better to push damage or for get damaged synergies.
Ember maiden in vladimir+ braum decks it's so good there, also support sejuani.. maybe you switch vlad for sejuani since sejuani is stronger anyway.
