I also love your suggestion of user voting. However, it might have the issue of whether people vote because they can vote or if they actually play a ton of games in Standard/Wild and have a solid idea how a card performs in the format. But personally I think that steering the system away from one person's task for both upkeep reasons and to gain a wider perspective is definitely not a bad idea.

I was thinking more of combination of both: the community votes on the tier of the card but it will be the ultimately the responsibility of the Maintainer/s to decide the tier. This way it won't be too much of a burden on 1 person or persons to decide, and at the same time the community can provide it's insight/perspective to the maintainer/s on the value of the card.
Additionally, I think the tier rank should be categorized by patch/meta and voting should be grouped per patch/meta. Similar to the "timeframe" filter of HS Replay on its meta report. The value of the card fluctuates depending on the meta.
Not at this time, sorry, but hopefully in the future once we find someone to do it.

Users can then vote on the tier of cards. Then whoever maintains the list can then have a more informed decision on what the community thinks of the tier of the card. You can even include the tier ranking the card view.
If you guys are interested in weird deck, there has been a new deck running around (aptly named KEKW mage) centered around Potion of Illusion and Tortollan Pilgrim with a lot of battlecry minions. Below is Tyler's version of it (at the time of this writing).
If you enjoy BGs, I'd say go for that. I think that mode will give you more replyability than the others you have mentioned. I enjoy the PvE adventures, but after the first run, they lose their shine for me.
On the other hand, if you want to invest in future expansions, GA is the option. As that set contains some key cards.
Starting AoO, I started keeping a spreadsheet of all my pack openings in my main account to remove my confirmation bias and reduce my tilt for being unlucky. The approach has been working well for me so far.
I also bought the pre-purchase offer, so in my 80 packs I had the following results:
I got 7 legendaries total (this included the guaranteed legendary in the first 10). Started off really well (3 in 10 packs) but tapered off really quickly after that. With 1 in 20 being the average, I was satisfied with my pulls.
22 Epics total. Also started really well but tapered off quickly. With 1 in 5 being the average, also satisfied with my pulls. They didn't include the epics I wanted though.
It took me 30 packs to get all my commons.
It took me 65 packs to get all my rares.
50% of my packs were minimum packs (40 dust)
For my 5 golden, I got these:
1 Legendary (Headmaster Kel'Thuzad -> Happy with this since I was planning to craft him)
3 Epics
60% of my packs were minimum packs (300 dust)
Overall, I'm happy with my pulls. Not the greatest, but above average (I'm usually unlucky)

Ugh, my next packs were brutal. Bought 45 with gold.
Hit my first legendary at pity timer 34 (and it's Archwitch Willow too :( ) [timer continued from my first 80].
I'm fairly certain this will become my most hated card from my most hated class.
I think this card has a high skill cap though. The priest player needs to have a read when the opposing player has key cards for them to deny. Works well with Madame Lazul for hand reading.
My first impression is its a pseudo rush card. Drop your minions, equip this, then rush down the target.
I feel this finds a home in a token based DH deck where you don't really care if your minions/token value trades. Token decks have more value when minions die.

Still no legendary till now. Pity timer is at 25.
I guess my initial run burned all my luck.
I find it kinda weird if this is the case though, as they will be penalizing their paying customers.

Looks like filler card to me.
Not bad value but very slow. You will still need to pay 6 mana to replay the ghost.
Will only see play in highly specialized decks in standard.
Who can say no to a guaranteed outcasted card?
This is going to be an annoying secret to play around.
Only counter play is play a card that is relevant to you not your opponent.
The way I understand this is minion can still attack the turn before buffed by this?
For example,
5 mana 8/8 seems potent especially if you can attach it to a minion with taunt or lifesteal.
Also, additional value from Lady Liadrin.

5/4 stats on a 5 drop are almost vanilla stats.
However, the effect is what pushes it to top tier for me.
This card looks like an auto include on any standard deck outside of maybe spell druid.
I prolly won't craft this card, but if I unpack this I wanna play with some demon lock shenanigans.
This would've been bonkers as a DH card which have stronger but slower demons, especially the new Ancient Void Hound.
