Damn this competition is moving SSSSSLLLLLOOOOOWWWWW. I figured people would be more pumped for this comp given that it's the season 2 finale.
But ah well, I guess I should give feedback then.

I prefer the second version. The first version seems too OP and the third version is very weak. It would also be in the same set as Expendable Performers which may falter the card a bit.

The second one might get some negative votes on the basis that it's "choosing on your opponent's turn" even though the way it is right now is technically correct. I like the first version better anyway.

I do like Tamer's Whip. The connection is fairly loose (no pun intended), but it's obvious that it's there.
Grim Fortune is kinda cool. I view it kinda like a guaranteed Doomsayer, though I'm not sure the 3 extra mana justifies this as the card is otherwise slow. As Shatterstar pointed out, you are also using the same art as Dark Prophecy.

Even though Exotic Species does flavorfully make sense, most people are not fans of Zombeasts outside ofDeathstalker Rexxar, and I'd have to say that I'm in the same group (which is slightly hypocritical of me to say since I made a Zombeast card earlier this season, but what can you do?).
Circus Trickster is alright, but I've never been a huge fan of class cards that specifically generate a class card from another class except in very specific situations. It's otherwise not a bad card though.
Darkmoon Race is certainly flavorful, but it seems much more Epic than Common, and it's a Sidequest outside of Galakrond's Awakening (or a custom set) which some people, myself included, will dock points for.

I am in the same boat as everyone else in that I prefer Knife Trick over Hit the Bullseye! My only concern is that while Knife Trick may not be gamebreaking, some people will negatively vote cards that break class weaknesses regardless of how good the card is. This isn't really fair to you as the card is fine, but it is unfortunately the reality of these competitions. I do personally like the card though. One other thing is that the card is called Fan of Knives. Slight wording error there.

Goblin Mime is a really cool card. I tried to make a mime card myself with this art, and couldn't do it (because I tried to theme it around Silence), so I'm glad to see that you were able to.
I like that E.T.C Groupie provided Menagerie Warrior another tribe to play with, but the card is quite weak. It is understandable not wanting to make a card like Sorcerer's Apprentice, but Rush minions are quite a bit harder to chain than spells (or Demons in the case of Kanrethad Ebonlocke), so it can probably be 2 mana without any issues.

I'm surprised we haven't seen a card like this in the game before, so I like it. I do actually like that it doesn't trigger Deathrattles because it makes it different than all the fan-made cards of this design that I've seen before.

I don't like that Opening Act can be a 1 mana 4/4 Taunt if you play it on turn 1. And even if you don't, a guaranteed 3 mana 4/4 Taunt is still pretty good.
Clown Fiesta is too weak. As Shatterstar pointed out, it's a worse Potion of Polymorph. I also don't like that it would exist in the same set as Rigged Faire Game since classes never get more than one Secret in any given set unless it's Classic, or if it's Rogue getting new Secrets for the first time in years.
Circus Puppeteer is alright. One weird thing though is the Deathrattle. Does the "give it back" part activate even if the stolen minion dies?
Alright, it's time for the final competition of season 2. That means it's time to bring out the big guns!
Just like Circus Tamer here is bringing out the big Beasts. The audience wants to see those big, dangerous animals, and this card here will give them to you. You're able to curve it on turn 4 into a Beast on 5, or play it later and maybe play a big Beast in the same turn.
I think I will post as soon as I'll get to home, but I have one question for anybody who would have time to answer: If I would choose to submit Balance Keeper, do you think it would be good to change its text to Choose One: Your next card costs (1) less; or your opponent's one costs (1) more, of course with some stats tweaking, as well as long as the longer text doesn't make the card inelegant, though I will be able to judge myself.
As someone who loves heavy metal music, I loved the stream. It had great music, but I also loved how corny it all was. I guess I just have a dumb sense of humor?
The set theme looks pretty good, and on a side-note, the snow land frames look awesome. Surprised it took them this long to do this.
If I may, the entire purpose of the competition we did was to design "no minion" cards for classes without such archetype meaning that no Hunter or Mage cards were allowed. Most other classes, of course, can't accomplish this archetype quite as well as Hunter or Mage, so a little bit of lee-way is needed when analyzing these cards. Cards with custom watermarks can also be thought of as coming from a set where a no minion archetype for the class would be pushed by at least one other card, even if we don't know what that card would be.
Trustworthy Pact-Seller seems innocent at first, but then I notice a bit of a problem. Violet Illusionist. I prefer Tax Collector Hans, as I think it has an interesting design that affects how both players think about what cards to play on their turn.

Unless you run a Druid deck with almost no minions, the effect seems like too much of a gamble. The best thing I can think of is playing it against no-minion decks since then you're guaranteed to always draw a minion first to use the reduce effect on. That's a bit of a strange situation to run the card though and it's not that useful in matchups besides then.

Winslow Tobtock is a card design I've made a few times (although never for a competition, just in my own personal time), and while I appreciate the weird, wacky combo potential of the card, feedback of the design in the past has never been too great.
Elegant Spellmaster I think is really nice, and I like the way you've used Spell Damage here. That said, I don't think it would necessarily be too OP if the spells kept the bonus damage in addition to the Cost reduction effect considering Sorcerer's Apprentice is a thing.. Spell Damage minions usually don't stick around very long

The artwork problem you've already pointed out, so I won't mention it. The Studies themselves are flavorful and on-point. I like them, but they might be too simple for some voters.
Moira Thaurissan is… VERY dangerous to say the least, and I agree with your assessment that it will probably be very hated and not do too well.

Moonclaw Panthara is a design that in all my years of seeing custom Hearthstone cards, I don't think I've seen. My only concern is that it becomes quite strong in the late game as a 1 mana 5/5 with Rush when you have 10 Mana Crystals, although having to get there first does somewhat counteract this.

I feel like Toki's effect would either be quite broken, or quite useless. I don't think there's a middle ground here. It's funny, but I'm not a huge fan. Same goes for Tess. It doesn't appear to specify "up to 10" so it looks like it can make 10-Cost cards wholly unplayable, which is probably something that should be avoided.

A cool idea for a Giant, and it certainly fits the set well. My only criticism is that I think it's too obvious the artwork has C'Thun on it. I would probably try to find different art to use instead of the one it has right now. Pretty good otherwise though.

It's a nice concept though, so I would give it a pretty good score if it was tweaked a little bit.
There is one tiny detail about the card though. This isn't a huge deal, and most people here don't care about these. But something that does bother me (and a few other people) is unfitting watermarks, which is something your card has. Rush does not exist in the Classic set, and was only added to the game in The Witchwood, meaning that in my mind, all cards that use Rush should come from The Witchwood or later. A custom watermark is a pretty good way to side-step issues regarding context of existing sets.

I was thinking that Paladin, Hunter, Mage and possibly Rouge could use this. I made it cost 6 intentionally so that Odd Paladin cannot use it - they have enough ways to contest the board as-is. Slightly under-statted versus the Crystal Runner, figured having Rush would make up for that. Might tweak the cost a bit or change the stats/keywords.
I'll fix the watermark. Maybe make it a dual class card like Hunter-Rogue since those two do use more aggressive secrets.

Unfortunately, by making it a Hunter/Rogue card, you run into the watermark situation yet again since Hunter/Rogue cards do not exist in Scholomance Academy.
Scarlet Vanguard is a strong anti-Aggro tool. Maybe too strong. It's not even just good against Aggro, but any board that has a few minions on it. Might be too strong. Giant Prize is definitely safer on the balance side, but it seems weaker than Mana Giant.

There shouldn't be anyone giving out hints of how to get secret achievements. The only hint should be the name imo. Otherwise, it basically defeats the purpose of it being secret.
I had a game where my opponent used a Corrupted Circus Medic and dealt damage to me. Twice.
They otherwise seemed to know what the brawl was, helped me beat the pinata and even healed me after the first incident. It seems that this person had the intention of healing me, but forgot to take into account that when you pay a 5+ Cost card in your hand, it will deal damage instead.
Lesson to everyone: If you want to play Circus Medic for the healing and a more expensive card in the same turn, play the Medic first, then the more expensive card.
