Nope it's mostly laziness …

This may be a consideration but I believe it's mostly to both keep the game fresh and have more development time rather than greediness and making the packs "less valuable"

Quest Druid isn't by no means broken, the deck have 4 turns in which it wastes mana.. That's tempo suicide vs aggro and many decks can deal with quest druid's late game as well I think it's the last deck you need to be scared of. 

I think blizzard should for a while now make the economy much more user friendly, either increase the rewards, or increase the quality of the rewards by that I mean:
